Corruption, mismanagement rules roost in KU | | | Mustansir
Srinagar, Jan 15: Corruption and mismanagement prevailing in the system has not even spared the vital institutions -the seat of learning in the state and a cursory look at the functioning of the Kashmir University provides an insight as to what extent it has brought disrepute to the highest seat of learning in Kashmir. Under the nose of Professor Talat, the Vice Chancellor Kashmir University, several officials with a tainted past continue to hold the charge of some key academic and administrative positions. These officials continue to be the members of some very important committees dealing with the day-to-day functioning of the university and are very important as far as the academic advancement of the university is concerned.In this day and age when good governance, integrity, transparency and the credibility of the institutions is considered to be very vital, it is ridiculous that these people continue to represent the university in as far as some very important committees like University Council, Regulation of Education in Undergraduate Colleges particularly in B Ed colleges and as far as accommodation and allotment of university flats to teaching and non-teaching staff is concerned. Sources told Early Times on Wednesday that Prof. A.M. Shah presently Dean Academic Affairs and a member of University Council has not been able to explain, instead of many RTI applications, as to how he maintained and made use of secrecy funds as controller of examination. It needs to be mentioned that as COE there is huge money under his control known as secrecy money. It came in the public domain immediately after he was succeeded by A S Bhat as new COE. It was revealed that there was no money left in the secrecy fund which was running in crores. It again needs to be mentioned that the secrecy funds cannot be audited by the authorities. The new COE immediately felt constrained when he found no money left in the kitty of the secrecy fund. They said in 2013 when the new registrar, Prof. Z A Reshi, withdrew university vehicles in order to consolidate the financial position of the university. It was the unwarranted intervention of Prof. A M Shah that university vehicles were given back to some officials prominent among those was the director of Distance Education Prof. Nilofar Khan. Already there were serious allegations of corruption against Mrs. Khan as far as the printing and publishing of distance mode material meant for the students is concerned with this kind of background Shah continues to chair all important committees of the university and at times officiates as VC. Sources further averred that Prof. Mushtaq Ahmad Kaaw who is the chairman of accommodation committee also has a very dubious past. The university should have thought twice about his nomination as chairman of the committee. As director of South Campus, earlier, he got 14 of his relatives including some from his in-laws side and some aides within the university appointed in the South Campus on positions where university is bound to fill-up such positions in accordance to the UGC rules after proper advertisement. It is a different matter that B B Vyas, Principal Secretary Finance, is inquiring into all such illegal appointments, however, They said Kaaw has also violated the university norms where he misused his position earlier as Dean College development and availed foreign trips thrice in a single year by debt to the university funds. Again it needs to be mentioned that a university teacher can avail of foreign trip for attending an international conference only once in a year. Then comes the present Dean College development Prof. Ghulam Mustafa Shah, who is a member of several committees again with a very dubious past. He was placed under suspension by the then VC M Y Qadri, when he indulged in some corrupt practices in the Department of Zoology. In 2008 as HOD of the department he manipulated the admission of the daughter of a then sitting minister for M.Sc. course. The most ridiculous and horrible part is that the ministers daughter had not even applied for the course. |
