Slow pace of works explodes development myth

Srinagar, Sept 3 : Despite tall claims of Omer Abdullah led government about developmental policy in the state with 232 schemes underway in Jammu Kashmir, there seems no visible change on the ground in the Valley. Official sources revealed that Government had started around 400 drainage schemes in the State out of which 162 schemes have been completed so far and work on other schemes either have been stopped or are going at snail's pace due to non-releasing of funds. The Housing and Urban Development Department (HUDD) are executing majority of these schemes through various departments and had spend over Rs 132 crore by March 2014. The poor drainage system was exposed in the winter snowfall and recent rains when roads were inundated under water for weeks and there was no mechanism to drain out the water from the streets and residential houses. Highly placed official of HUDD said the Government had made a comprehensive master plan which will overcome drainage and sewage problems in the State. He said there is also JLNURM scheme under which Rs 132 crore have been spent for streamlining of sewage problem in the State. "There is problem of water logging in low lying areas and Government is looking into it. There is a requirement of lot of funds but we are getting good amount of funds for the past few years to put adequate drainage system in place," Official source told Early Times. According to the official figures of the HUDD various schemes/works under this sector have been taken up to be executed through Srinagar/Jammu Municipal Corporations and Directorate of Urban Local Bodies, Kashmir/Jammu. "An allocation of`Rs 2000 lacs were provided during the year 2011-12 to provide proper drainage network in the State and same were provided in next financial years for Srinagar and Jammu cities," the official documents said. In 2006, the Central government had reportedly sanctioned Rs 300 crore under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for Srinagar, but to no avail. Another official of HUDD, who wished not to be named, said the unplanned constructions were the main reason for poor drainage system in the State especially in the Valley.
"Government has failed to make a proper mechanism how to improve the drainage system in the Valley. Due to its failure in executing the master plan, it has now extended the master plan by 2032," he said. He said the Srinagar city has poor drainage system which was five years ago in place despite spending of crores of rupees over the years."Crores of rupees are being allotted to the SMC every year, but the Corporation has failed to make proper utilization of the funds. Instead it has aggravated the water logging problem due to ill planning," an official of SMC said.
