Punjab MP comes to rescue of Kashmiri villagers | Takes land acquisition matter with DM , shots letter to DGDE | | Early Times Report
Srinagar, Sept 3 : Member of Parliament (MP) from Patiala Punjab has come to the rescue of more than 5000 people of Budgam district in central Kashmir whose land has been acquired by the Defence Estates Department in lieu of very meagre rates. A delegation of farmers had taken up the matter with Aam Aadmi Party (AAP) who intervened into this matter by taking up the matter with Ministry of Defence officials in New Delhi. The AAP MP from Patiala Dr Dharam Vir Gandhi has also shot a DO letter to the Director General Defence Estates (DGDE) as well. Pertinently the Defence Estates Department has started disbursing the money to the affected families of three villages in Budgam near Srinagar International airport as per previous market rate fixed in 2009 . The Defence Estates Officer (DEO) Srinagar is yet to forward the recommendations of the Deputy Commissioner Budgam who is also the Collector Land Acquisition to his higher ups in Delhi ie the Office of Director General (DG) Defence Estates Department. AAP MP has raised serious concern about this matter and asked the DG Defence Estates Ravi Chopra to expedite the case as soon as possible and ensure disbursement of fair compensation to the affected villagers . According to documents available the Collector Land Acquisition (DC Budgam) has already recommended rate for land acquisition in between Rs 18 to Rs 20 lakhs per kanal for Karewa Damodar , Kralpora and Wathoora villages and the these recommendations were forwarded to the Defence Estates Officer Srinagar in early June this year but till date the file has not reached to the Defence Estates headquarters in Delhi. Background of case : The acquisition of around 3900 kanals of land at Karewa Damodar and few other villages near Srinagar's International airport which falls within the territorial jurisdiction of Budgam district took place many years back but due to technical problems , litigation etc it took lot of time to complete the process of acquisition. The disbursement of money was also delayed and the ultimate sufferers are the local villagers whose land has been acquired and in return have been paid peanuts. " The rate provided to affected villagers of Karewa Damodar etc for is just Rs 6 lakhs per kanal . This valuation has been made in the year 2009 , how can the Government pay such a meagre rate to the farmers after a lapse of more than 5 years ie 2014 ? Worthwhile to mention that land is sold or purchased on much higher rates ie Rs 90 lakh per kanal in the areas like Humhama , Gogo , Rangreth etc located just outside the acquired areas of Kralpora , K Damodar , and Wathooravillages near Srinagar International airport" said a local villager Sajad Ahmad . " We are highly thankful to AAP MP Dr Gandhi for taking up this matter with Defence Ministry , AAP is the only political party which has taken up this matter seriously and practically intervened also" said another local resident of Kralpora Mohammad Shafi Pertinently the fresh recommendations for accessing market value of the land by the Deputy Commissioner Budgam who is the Collector for Land Acquisition has been forwarded to Defence Estates Officer (DEO) Srinagar on 9th June 2014 under Letter No : DCB/Def/Coll/112/014/185 dated: 9/6/2014 , but the file is still pending with the Defence Estates Officer and has not been forwarded to the higher ups as the officials at the helm of affairs in Srinagar office of Defence Estates Department demand huge cuts from the farmers for okaying the collectors recommendations. |
