Clarification on Recruitment Policy alarming, sinister: NC
4/22/2015 11:42:47 PM
Early Times Report

JAMMU, Apr 22: Provincial President National Conference Devender Singh Ranaon Wednesday questioned the clarification purportedly given by the PDP-BJP Government over New Recruitment Policy, saying this is more alarming and sinister than the one being disowned now.
"The clarification needs to be clarified as to whether the coalition government has resolved to make backdoor appointments to the extent of 15,000", Mr Rana said in a statement, adding that this speaks of the malicious plan drawn by the government to trample established mechanism and well defined norms of recruitment. He said this is not only discriminatory but also violative of the fundamental rights of the stake holders.
The Provincial President said that while the proposed process of recruitment shall remain a subject matter for judicial scrutiny, the backdoor appointments would open up a flood gate for 'unscrupulous elements' to meddle in murkier waters. In the process, the end sufferers would be the unemployed educated, who in all probability will be subjected to exploitation. This will also open up channels of corruption and give rise to nepotism, which a state like Jammu and Kashmir cannot afford which has suffered immensely over the years. He cautioned the government not to play with fire by commercialising and politicising the recruitment, jeopradising the future of nearly five lakh unemployed.
"The brazenness with which the government is using recruitment as a tool for furthering political agenda is unheard in a democratic set up", Mr Rana said while pledging that National Conference will not allow such machinations to succeed. He said the party has all along stood for the just cause of the people and since this issue pertains to the future of this sensitive state, the coalition government will not be allowed to get away with its authoritarian measures.
The Provincial President said that the coalition government is venturing out in political misadventurism by bypassing the recruitment agencies like Public Service Commission and the State Subordinate Recruitment Board, which have a track record of fair and transparent selections. "It raises a most pertinent question of the intent of the government, which seems desperate in doling out jobs in lieu of consideration", he said, wondering as to what could be the motivation for this dubious selection process. He said while doubting the recruitment agencies, the government is casting aspersions about these not being capable of making selections in so-called remote areas. "If a place like Samba is far-off for the government then heavens alone can save this State", he said.
Rana also expressed surprise over outsourcing the most sensitive process of selections to the belt-force and said tendering for recruiters reflects the political bankruptcy of the government. He said the government is suffering from corporate mindset and wants to abdicate from its responsibilities, which is bad governance. He asked the government to desist from experiments as police recruitment is a crucial subject having ramifications on the security of the State.
Further asking the government to explain compelling circumstances to engage a private agency, the Provincial President wondered as to what would be the parameters of outsourcing the recruitment process. The government should come clean on this vital issue as the dubious means being adopted have raised many suspicions in the public mind, he added.
"It appears that the government has lost sense of proportion, as a result of which it is running helter skelter to realise its political fortunes", he said adding that ill-conceived policies of the coalition government have caused immense disappointment among the educated unemployed who find their future bleak.
