7 JU campuses: Centre refuses to release second installment of Rs 59.50 cr

Jammu, Apr 22: Raising of infrastructure for newly created seven campuses of Jammu University has hit a road blockade after Union Human Resources Development Ministry refused to release 59.50 crore, the second installment of the Rs 119 crore project.
Out of the seven campuses, six campuses including Bhaderwah, Kathua, Ramnagar, Reasi, Poonch and Udhampur have failed to submit the utilization certificate on time.
The Centre under Prime Minister Reconstruction Program (PMRP) had sanctioned Rs. 119 crore to University Grant Commission for construction of infrastructure for the seven JU campuses. The infrastructure to be raised including academic blocks, boys and girls hostels for the students in 2011-12 for the period of two years which was later extended by one more year till ending March 2015.
But despite the one year extension, six university campuses failed to utilize the released amount other than Kishtwar campus which got the share of approximately Rs 9 crore in first installment released by the government.
Even though Kishtwar campus completely utilized the funds and submitted the certificate, the HRD Ministry refused to release the second installment. The JU authorities told Early Times that the work was stopped on Kishtwar campus after the notice was issued to contractor to stop the work. He said that the contractor has completed the construction of administrative block other than auditorium while girls and boys hostels has completed up to third slab. The officials said that due to non-release of funds by the government, the construction work of the campuses has been stopped. Director Kishtwar campus Dr. Shoaib Anayat Malik is making efforts to pursue the case before the government for securing the remaining funds so that the left out work related to infrastructure of Kishtwar campus could be finished on time.
"Dr. Shoaib has also sought time from Chief Minister Mufti Mohammad Sayeed so that he could discuss the issue with him," said a university employee. He said that all the staff members other than Director University campus are contractual employees including lecturers and faculty members.
He said that out of seven campuses of Jammu University, only Kishtwar campus falls either in plan or non-plan budget as a result of which employees are facing hardship in getting their salaries on time.
