Jammu, May 17: In the alleged Rs 27.60 cr liability created in the housing board during the tenure of an ex-housing minister, a fresh application was today filed in the high court here, seeking a direction to the chief secretary, GAD secretary and housing and urban development department (HUDD) secretary to produce before court the inquiry report pursuant to government order No 178-HUD of July 14, 2015 whereby 15 days time was granted for its submission. It was alleged in the miscellaneous petition that then housing minister had issued numerous illegal instructions to then MD for executing several works at various locations in Jammu and Srinagar, like upgradation of civic facilities, construction of community halls and shelters for weaker sections of society, installation of transformers and development of infrastructure in community areas, including parks and drains. These works were to be undertaken by PDD, PWD, floriculture other departments, but the ex-minister, in order to nurse his constituency for electoral gains, issued illegal directions to then MD to execute +several works through his blue eyed contractors in derogation to J&K Business Rules read with J&K Financial Code. The works were allegedly distributed to selected contractors who were enjoying proximity with the former minister. Then HUDD secretary Bipul Pathak was stated to have taken a serious note of the creation of Rs 27.60 cr liability in the department and had constituted a committee to look into the entire gamut under which these were executed. Asked to also check the quality of these works, the committee was directed to furnish its report to the government within 15 days. It was alleged that despite the lapse of more than 10 months, the inquiry report had not been finalised and the committee was sitting over the matter solely due to the political clout enjoyed by then minister.
