JAMMU, June 8: Vested interests in Kashmir have unleashed disinformation campaign to mislead the country, international community, policy planners and conflict managers and their objective is to make them believe that the State of Jammu and Kashmir is one organic political unit and that the entire population of the state subscribes to the separatist, pro-Pakistan and communal ideology. Jammu & Kashmir is one region is their refrain.
They have been, inter-alia, saying that the "history of compromise on the regional aspirations of Kashmir dates back to 1953 when the popular government of Sheikh Abdullah was dismissed", that "the erosion of regional autonomy began with this event and reached to its climax during the times of GM Sadiq and Mir Qasim and that "the Union Government used these leasers like the East India Company had used Bengal nawabs against the autonomy of Bengal".
They have also been accusing the PDP of surrendering regional aspirations for the sake of power. "But, the 2014 elections in which PDP emerged as the largest party in State legislature revealed a different story. The new born entity -- which is dominated by a particular section of the Muslim society of the valley and is satirically called as peer development party in the countryside -- stands exposed. It managed to emerge second time on the basis of an exclusively regional agenda like: Returning power projects from NHPC, Addressing the Kashmir imbroglio through tripartite dialogue and Achievement of so called Self-Rule," they have been saying.
Their main argument: "Since 1953 our leaders proved to be impatient power mongers who failed to strike a balance between the Centre-State relations. No one could address the regional aspirations honestly. Unfortunately, we could not produce the leaders of stature which hampered the overall development of the State and accentuated the sufferings of the working classes".
The assertion of these vested interests that the State of Jammu & Kashmir constitutes one region and that the aspirations of the entire population of the state are the same is flawed, communally motivated and ill-intentioned. The State of Jammu & Kashmir didn't exist before March 1846. It came into being only in March that year after the raja of Jammu, Gulab Singh, and the British Indian Government singed the Treaty of Amritsar. Kashmir that time was part of the Lahore Darbar and the trans-Himalayan Ladakh part of the Dogra Kingdom. Kashmir merged with the Dogra Kingdom as a result of the Treaty of Amritsar. The capital of the state was Jammu and not Kashmir and it was only during the time Maharaja Ranbir Singh that the practice of darbar move started. It was done to counter the British-sponsored conspiratorial activities in the Valley against the Dogra rule. The State of Jammu & Kashmir is nothing but a congregation of three disparate regions - Jammu province, Kashmir and Ladakh. Even the Constitution of Jammu & Kashmir terms Jammu and Kashmir as provinces.
Similarly, the aspirations of Jammu, Kashmir and Ladakh are not the same. Jammu and Ladakh regions, it is not a secret, stand for total merger with India and also for the abrogation of Article 370. Ladakh also wants the status of Union Territory and Jammu too has been struggling for separation from Kashmir in its own way. Ladakh has no problem with Jammu province. In fact, its leadership has on several occasions demanded separation of their region from Kashmir and demanded its merger either with Jammu or with Himachal Pradesh. Jammu and Ladakh would have become independent of Kashmir long back, had the Indian political class been not Kashmir-centric and essentially anti-Jammu and anti-Ladakh. It is the Indian political class that has thrown in their socio-economic and political life with Kashmir.
As for the Kashmiri Muslim leadership, it is vertically divided into four groups demanding azadi, merger with Pakistan, self-rule and greater autonomy. Very significantly, internally-displaced Kashmiri Hindus, who are the original inhabitants of Kashmir, have been demanding creation of separate homeland for them within the Valley and also seeking Union Territory status for the area they want the Union Government to convert into Homeland (Panun Kashmir).
All this should expose the vested interests in Kashmir and establish that the State of Jammu & Kashmir is a congregation of three disparate regions housing people subscribing to different ideologies. This state will wither away sooner than later as it is an unnatural formation like Pakistan, where Sind, Balouchistan and North West Frontier Province are up in arms against Pakistan's Punjab, which have been at the helm since 1947 like Kashmir has been at the helm in the state since that year.
