The rate of compensation was revised every six months based on average of the consumer price index for previous months.
He said prices of all essential commodities had gone up; there was no justification on the part of the Central Government for withholding this installment for their employees and pensioners. In the memorandum Shastri also expressing grave concern over the non-acceptance of the very important recommendation of the committee headed by Union Finance Secretary Ashok Lavasa, he further appealed Modi to immediately accept this recommendation of the committee in which committee have recommended minimum pay scale of the lower class employees to rupees 21,000 per month adding that no decision in this regard has been taken so for which has added to miseries of the salaried class and pensioners also.
Hailing the Prime Minister as a strong leader with a decisive mandate Shastri said that the country has never felt as powerful as today and same is due to Narendra Modi vision and policies, Shastri hoped that Central Govt. will accept this recommendation of the committee at the earliest added that some recommendation s of the 7th pay commission have not benefited the lower class of the employees both central/state governments.

Total exemption of DA under income tax, enhancing income tax limit to rupees five lacs and setting up of National Wage Commission for evolving national pay policy thorough out the country were other demands highlighted in the memorandum.
