Is Mehbooba responsible? For outcry in Jammu region

The two sacked Ministers of the BJP / PDP Coalition Government Ch. Lal Singh and Chander Pakash Ganga have been granted the "Clean Chit" by the All India Secretary of BJP Ram Madhav. After attending the oath ceremony of the newly inducted ministers on April 30 at Jammu, Madhav briefed the press / electronic media stating therein that there was nothing wrong with these two sacked Ministers in leading the sentiments of the people at large for a CBI Probe into the Rassana rape and murder episode happened in Hiranagar of Kathua District on April 10.
At the same time, It is also worth mentionable here that when the J&K HC BAJ led by its Chief B.S. Salathia started getting the momentum against the state set up over their just and genuine demands in connection with the four points i.e. Rassana rape and murder case,Nowshera people struggling for District status since three months agitation,Non vacation of forest/government land encroached illegally by the tribal families, transportation of Bovine animals, the Illegal presence of Rohingyas / Bangladeshis as also the withdrawal of the controversial minutes of the tribal ministry.
The supreme body of the lawyers working in the length and breadth of the country - Bar Council of India (BCI) also came into the picture on the directive of the Apex Court, New Delhi and also taking the cognizance of the National media reports regarding the Rassana rape and murder case which asked the J&K HC BAJ and Kathua BAR to suspend their agitation until April 20. Complying with the instructions imparted to both the BARs, the agitation was suspended immediately .
Having reached Jammu the BCI team led by the former justice of the HHC interacted with the fraternity of the lawyers at Jammu in detail. After having discussed in depthly all the issues involved, with the J&K HC BAJ and Kathua BAR, BCI team left Jammu for New Delhi and it furnished its report, on this score, to the Lordships of the Apex court for their kind perusal and further necessary action into the case before it for consideration last week. Bar Council of India too has granted the "Clean Chit" to both the BARs, the lawyers are now free to act further over the issues involved vigorously.
Now, it has been established and is very much clear that both the sacked Ministers of the BJP/PDP Coalition Government Ch. Lal Singh and Chander Pakash Ganga have been made as the scape goats for not fault of theirs.
A volley big questions arose as to :-
i) Which agency or the authority is responsible for the "OUT CRY" and "UNREST' prevailing at the moment in all the areas of Jammu Province?
ii) Who was wrong?
iii) Why the law and order and peace and tranquility of the region was disturbed?
iv) Why the State Government not acted fastly?
Certainly all these questions disturb the minds of every law abiding citizen of the Jammu Province. It requires the critical analysis of the entire happenings occurred during the last four months.
C.M. Mehbooba's Role
The question arises in the minds of the general public of Jammu as to where was she from April 10 to 20 and what was she doing these days when suddenly the situation in Jammu was going from good to worst and there was hue and cry against her governmental set up in the state? People at large were demanding for a CBI probe into Rsaana matter which is of great public importance.
What prompted the government to get this matter probed by the Crime Branch of J&K police instead of a premier and prestigious and well reputed agency-CBI. The State Government did not clarify it with the sufficient reasoning and the facts of the matter of course and rather it kept mum and sleeping for three months and went on doing things in its own way without caring for the sentiments of the Jammuites into the matter thereby rejecting out rightly the demand for a probe from CBI instead of by the CB of J&K Police made by the every soul of the land which include the souls of every religion. This gives the signal to the society as a whole certainly that the State Government wanted to go into the matter of this nature arbitrarily without caring for the grave sentiments of the people at large in general and the Jammuites in particular. The State Government chose to project the things one sidedly only. Not only this, the Chief Minister Mehbooba Mufti imparted the directions / instructions to the Deputy Commissioners / SSPs of Samba and Kathua Districts for not disturbing the delinquents- members of the tribal community who have encroached the government and forest land illegally and are living in them. The people of the region came out from their houses and started showing their strong resentment over the issue involved against Mehbooba's government. The said officers of the State Government led by the Chief Minister Mehbooba Mufti made the compliance of her orders in this regard faithfully giving a bad signal to the others who are already in possession of the big chunk of government land under their illegal possession. From all these happenings in J&K, it is established that beyond any doubt BJP remained in playing in the hands of PDP just to keep it into good humour thereby pleasing it with its soft approach and on the contrary PDP remained extra busy in playing in the hand of the Hurriyat leadership which did not CBI Probe instead of CB Probe in Rassana rape and murder case. Both BJP and PDP remained extra busy in pleasing each other detrimental to the interest of the state of Jammu and Kashmir. These startling facts reveal that something is wrong with Mehbooba's approach which is not in favour of the jammuites. Why she acted on the dictates of the leadership of the the Hurriyat / Separatists on this score and as to why she sided with the CB J&K Police probe? And why she imparted the controversial directions to the Revenue and Police administration of Samba /Kathua Districts for not booking the violators/delinquents of the illegal encroached state and forest the land as also not booked the 'Mafia' which is engaged in the transportation of the bovine animals to Kashmir valley for doing 'ZABAH' for the enjoyment of the general people of the valley. Wrong is not with Modi government at their centre but it is in the state government led by Mehbooba Mufti which has adopted an indifferent attitude in sorting out the things in its own way without caring for the sentiments of the people as also the integrity and the sovereignty of the nation. Her government chooses always the things in a negative way which is dangerous for the country. Sometimes, it criticizes the Army / Security forces and even lodges FIRs against the Indian Army officers despite of AFSPA and condemn their actions and deeds in maintaining the law and order in the valley. But it is very strange that when Mehbooba Mufti convenes the meeting of the Unified Command in her office as the Chief Minister, she adopts a soft approach towards the Army Generals and other Sub Area commanders just for one hour or so and it is something funny when the meeting is over, she adopts an altogether a new face in opposing them openly without caring for the country's interests just to win the support of the Hurriyat and the Separatists outfits which is very shameful on her part as the Chief Minister of J&K. Certainly, this is a blackmailing tactics of her government in the state since she is heading the Home Ministry also. As the head of the Home Ministry of the state, is obligatory on her part to make the position clear about all the captioned queries to put the record straight in the eyes of law. The Central government should take the cognizance of the same without any fail on this score. It appears that the State Government led by Mehbooba Mufti as the Chief Minister is seeking the advice from the state advisors wrongly who may be allegedly hand in gloves with the Hurriyat / separatist outfits over the maintenance of law and order in the state. On MAY 1, ZEE NEWS channel under DNA telecast at 11.30 PM, the anchor Sudhir Choudhary made a disclosure about the non presence of Vishal Jangotra ( one of the accused in the Rassana case allegedly) during the days of January 10 to 16 at Hiranagar village where this episode occurred. All these days, he was in UP where he is doing B.Sc. Agriculture Sudhir Choudhary produced the CCTV footings ATM site from where he withdrew cash from the account of his sister and also its reporter who interviewed the staff of the examination centre where the showed his attendance sheet also, in support his disclosure in this regard and also shown the people of UP, while interviewing them about Vishal Jangotra. Based on the reports of the ZEE NEWS reporters which proved beyond any doubt that Jangotra was very much in Meerapur in Muzafarnagar where he was pursuing his studies in BSc. Agriculture. This disclosure made by the Zeenews has neutralize the proceedings of CB J&K Police during its investigations into this important case in connection with Vishal Jangotra as he was out side the state rather in UP when this bad incident happened in the village of Hiranagar in Kathua District.
Not only this, Sudhir Choudhary raised many questions about the investigation made by the Crime Branch of J&K Police in a hasty manner and pleaded for the CBI Probe into the matter for extracting the real truth so that the people of the country may know the real facts about the case and the real accused are punished under the law of the land strictly. These days, the people from all walks of life also jumped into the fray and are urging the State Government to order a CBI probe into the sensitive matter in order to punish the guilty whosoever in this episode.It is also very relevant that the induction of the BJP President Sat Sharma CA as one of the Cabinet Minister in the coalition government led by the Chief Minister Mehbooba Mufti looks like funny on whose behest and while complying with his directions, both the sacked Cabinet Ministers Ch. Lal Singh and Chander Prakash Ganga joined with the people of Samba and Kathua Districts in connection with Rassana rape and murder case in making the regular protests, candle march and demonstrations on the streets and bazaars of Samba and Kathua Districts, prior to their ousting from the cabinet. Faithfully, complying with the directions imparted by Sat Sharma in this regard went negative against them(Lal Singh and Ganga) as also the National media took one side of the picture of the episode only.It looks very much odd that at his instance (Sat Sharma) allegedly both were removed from the State Cabinet just to keep Mehbooba in good humour. Sat Sharma did not come forward for their rescue but concentrated on the permutations and combinations because which he got the 'Cabinet Berth' in Mehbooba Sarkar along with seven other ministers and took his oath on April 30 at Jammu. While going on the low profile, Chander Prakash Ganga after his removal from the cabinet remained very active and spoke much about the misdeeds of Coalition Government and all of sudden is keeping the mum, which is a serious matter also. But on the contrary, Ch. Lal Singh is very much in the field and in touch with the general masses, became very furious and leading the movement for CBI Probe vigorously and getting the massive support of the people of Jammu region.
In motivating the people for their support to him in this hour of crisis, he has already covered Jammu, Udhampur, Katra, Samba, Basohli, Billawar, Kathua, Reasi, Chenani etc. A large number of people are participating in his protests and the demonstrations. This is his practice almost daily. He does not want to take a chance and is very much serious in taking his struggle against the government to the logical conclusion by all means come what may.
As per the preceding lines of the article, it would be far better that the State Government order a CBI Probe immediately into the matter without wasting further time in the over all interests of the state and the centre as well. Let's hope for the best in these days of crisis and outcry and unrest prevailing in Jammu region may be contained at the earliest possible.
