Jammu, May 5: The incumbent PDP-BJP coalition government has been continuing with the legacy of its predecessor NC-Congress coalition regime, at least in the Revenue department, with the appointment of four types of tehsildars.
According to a recent order, four types of tehsildars have been made by the state Revenue department. They are: Look After (LA) the post of Tehsildar, Incharge Naib Tehsildar, Tehsildar, and Tehsildar with senior grade.
Four officials have been appointed to look after the post of Tehsildar. They are: Susheel Kumar who looks after Tehsidlar Hiranagar and shall look after work of Tehsil Dinga Amb; Gopal Chand who looks after Tehsildar in the office of Regional Director Survey and Land Records Jammu shall look after working of Tehsil Bishnah; Raman Kumar who looks after tehsildar Bishnah shall look after tehsildar Vijaypur; and Jehangir Khan who looks after tehsildar Haveli shall look after work of tehsil Mendhar.
Sources said the new term, Look After (LA), was introduced by former Revenue Minister for the first time in the history of the state "to adjust some of his loyal servants."
"Since then all Revenue ministers have been following the practice. At present most of the prized posts are being held by these close ones", sources said.
They said the second kind of tehsildars are Incharge Tehsildars, who are senior to LA but are working in their own pay and grade of Niab Tehsildar but holding the post of Tehsildars. Some of these are Nazir Ahmad Shah, Incharge tehsildar Kupwara and is posted as incharge tehsildar in the office of RDS and Land records Srinagar; Shafiq Ahmad Wafai, posted as Incharge tehsildar office of RDS and Land Records Srinagar; Shahzad Latif Khan, Incharge Tehsildar Haveli; Gorav Sharma, incharge tehsildar Hirnagar; Ram Pual, Incharge tehsildar Relief Organization Migrant Jammu; Sumit Singh, Incharge Tehsildar Nowshera.
The third kind is Tehsildar who are in the pay grade of the post of Tehsildars.
The fourth one is Tehsildars with senior scale. These are senior most tehsildars and as per reliable sources at present there are eight tehsildars in our state ,who are senior in scale. But instead of giving them territorial posting or any other important posts, they are virtually dumped by attaching them in various government offices.
"The government is not interested to utilize the services of these Tehsildars for the reasons best known to the authorities concerned", sources said.
An official of Revenue department said that such arrangements might have been made for the smooth functioning of the department.
"At present there are many posts of Tehsildars but the officials are less in number due to which such arrangements have been made by administration. Once the new KAS officers would be in place, such arrangements would ultimately wiped out", an official said, adding that even some of the junior scale KAS officers were also available in the department but instead of giving them postings, government is delaying their postings, due to reasons best known to them.
