HC urged to constitute full bench to achieve goals on Dal restoration | | | Early Times Report Srinagar, May 30: Senior advocate and amicus curie in Public Interest Litigation for restoring Dal Lake to its pristine glory on Wednesday submitted before high court that full bench shall be constituted to achieve the goal. In his submission before a division bench, Shah expressed deep concern over the non compliance of court orders with regard to safeguarding and restoration of the lake to its original glory. He submitted that since from 2002 hundreds of brilliant orders were passed by the court which has culminated into 7 volumes but despite it nothing substantial has been achieved so far. He suggested that all the Commissioner Secretaries including Chief Secretary be summoned before the court and full court be constituted to achieve the goal for which the instant PIL was filed 16 years ago. He submitted that all the committees which have been constituted by the Government or directed to be constituted by the court have become useless and defunct as only paper work was being done and nothing was done on ground. He submitted that there was lack of commitment, sincerity and will in the Government. With regard to formation of legislation for protection of water bodies, he informed the court that more than a year has elapsed when Government undertook to pass legislation in this regard but nothing stands prepared in black and white till date. With regard to Monitoring Committee which was constituted by the orders of the court to remove the bottle necks, Shah submitted that committee has till date did not give any results. It is on the recommendations of Scientific Advisory Committee, Shah said that the Government was to procure machinery by March this year for de-weeding but the "same is still a dream." |
