Talks with Hurriyat leaders may not prove result oriented

If Ram Madhav, senior BJP functionary, is to be believed the BJP led NDA Government is interested in reopening the channels of dialogue with the Hurriyat leaders. Will these talks prove result oriented? Doubts have surfaced over the success of these parleys. It is so because right from the time the Hurriyat leaders accept the offer for talks they would be demanding involvement of Pakistan in these parleys on the plea that since Pakistan is a major party to the dispute its involvement in the parleys has become essential. If the BJP leadership believes that initiating talks with the separatists may prove a turning point in the restoration of peace in Kashmir the ruling party is mistaken. There are several parties to the dispute and wooing the separatists may not help restoration of peace in Kashmir. Once these Hurriyat leaders ask people to help the Government in the restoration of peace it may create a lot of misunderstanding between the BJP and the Hurriyat leaders. At present, in fact during the last several years, the writ of the separatists functions in Kashmir. And before accepting the offer for talks senior leaders of the conglomerate of hardliners and moderates, may have a detailed discussion on the pros and cons of the talks, if they hold with Government of India.
BJP's vice president and Jammu and Kashmir in-charge Ram Madhav has said that Government of India (GoI) decision to invoke a temporary ceasefire in Kashmir during Ramadan was a goodwill gesture and disclosed that Government of India (GoI) was willing to talk to Hurriyat., Madhav has said that the government has made arrangements to hold a dialogue with all the parties concerned in the Kashmir, including the Hurriyat.
"The government has made arrangements to talk to all sections of the society in the Valley. Government is willing to have open political negotiations with different sections, including Hurriyat," he said.
He said government was hopeful that Hurriyat would respond positively to the peace talks. When told that Hurriyat is saying there is no point in talking with GoI if Pakistan is not brought to the table, Madhav said, "Government stand is we are ready to talk to all sections in Kashmir, including Hurriyat. Our interlocutor is already working on that. There can be other arrangements also. As far as Pakistan is concerned that is a different issue, that call will be taken on a different level.
He said that in the last two to two-and-a-half years, forces had managed to kill over 600 militants. "Earlier, the forces were pursuing a hardline agenda in the Valley to kill militants vigorously. But, keeping the sacredness of Ramadan in mind, as a gesture of goodwill, the Government ordered unilateral ceasefire. Well Ram Madhav should know it that neither the separatists, nor the militants nor the supporters of militants have responded favourably to the unilateral ceasefire. Unless militants and their supporters respond to the unilateral ceasefire peace in Kashmir is a distant dream. Hence the plan of involving Hurriyat leaders in the parleys may not prove helpful in the restoration of peace in Kashmir. If Ram Madhav is favouring talks with all sections of society Hurriyat leaders may not like sitting with mainstream political leaders where their voice will be lost.
