JAMMU, June 7: Union Home Minister Rajnath Singh arrived in Kashmir today on a two-day visit. Concerned citizens were hoping that he would talk tough in Kashmir to send a strong message to those who had converted Kashmir into a region of stone-pelters and seditious activities. But the BJP Government at the Centre dashed their hope to the ground. Instead of announcing stringent action against the dreaded stone-pelters in Kashmir, the Home Minister announced that "cases against minor and those 'misled into stone pelting' stone pelters in the Valley will be withdrawn". He made it quite clear that the BJP's policy of appeasement would continue whatever the consequences.
Last November also, the Home Minister had asked CM Mehbooba Mufti to grant amnesty to stone-pelters. She did that in no time and withdrew cases against almost 10,000 stone-pelters - "an action that further deteriorated the situation in Kashmir with security forces becoming their targets and getting injured, and even maimed and killed". This is what the strategic affairs experts say.
India under the BJP has become a banana republic. Its Kashmir policy is worse than that of the Congress. The Congress, which was being accused by the BJP on a daily-basis as the pro-separatist party, never granted amnesty to stone-pelters in Kashmir. The Congress also never ordered unilateral ceasefire in Kashmir. It is the BJP which did both these things much to chagrin of the concerned citizens of the country.
What is the punishment for stone-pelters in different countries" Israel's policy is: "Will kill you and fill your house with concrete". In Russia, stone-pelters are shot or put behind bars for life. In China, stone-pelters are tide inside 4X4X4 chamber.
As for jail-term for for stone-pelting in different countries is concerned, US puts behind bars stone-pelters for life.
Under the American law, stone-pelters can receive very long sentences and even be sentenced to life in prison. Besides, individuals who are part of a group engaged in rock/stone-throwing can be convicted and imprisoned even if they do not personally throw any missiles.
In Israel, stone-pelters are sent to jails for 20 years. The Israeli law prescribes a sentence of 10 years if prosecutors are unable to prove harmful intent from the stone thrower, and 20 years, if it is clear that the attacker desired to cause bodily harm.
In New Zealand, those who throw stones/boulders/rocks at cars can serve 14 years for endangering transport. In Australia, stone- throwers can be sentenced to up to 5 years in prison.
In UK, expansive legislation on public disorder introduced in 1986 allows stone throwers to be sentenced on average to 3.5 years in prison if the criminal justice system can prove that the action took place in a riot.
As for Turkey, it presses charges and imposes prison sentences for the crime of being part of a group throwing stones at police, even when the rock-throwers are 15 years of age and younger.
