SRINAGAR, Oct 30: Some of the orders issued by government departments in Jammu & Kashmir seem to be mindless with the application of 'brain' missing in issuance of such orders.
An order issued by General Administration Department (GAD) on October 25, 2018 seeks to enhance or increase the timing of government offices in Jammu and Kashmir divisions of the state from November 1. The enhancement of timing in Jammu can be understood, but enhancing the same in Kashmir in winter is somewhat perplexing.
As the winter has already set in and the days are short increasing the timing of government offices by half an hour in Kashmir is mind boggling and no less than a surprise. Increasing the office timing in summer is good, but increasing the same in winter is somewhat not expected by the people especially government employees.
According to the GAD order it has been said that the government offices observing six days in a week in Jammu and Kashmir divisions would have the office timing of 10:00 AM to 4:30 PM. The timing of offices functioning in the Civil Secretariat would be from 9:30 AM to 5:30 PM, according to the GAD order.
"It is somewhat absurd that during the summer season the office timing for the government offices was from 10 in the morning till 4 in the evening and for the winter months the timing has been revised from 10 in the morning till 4:30 in the evening," said a group of employees while sharing their views with Early Times.
The employees said that enhancement of half an hour in the office timing in the evening in the winter was not thought of and same should be revoked at the earliest. They said instead of this the people at helm should increase the office timing in the summer when the days are long as compared to winter.
"When the winter season is at its peak the sun sets immediately after 5 PM and it becomes difficult for the people to reach home during the daylight. Since the public transport goes off from main roads early in the winter it would be problematic for the government offices to reach their homes once the offices shut at 4:30 PM," said the employees.
The GAD directed all the administrative secretaries, divisional commissioners, heads of the department and deputy commissioners to ensure that the new office timings are implemented in letter and spirit from the date of its enforcement (November 1, 2018).
"The implementation of order in the government offices in Kashmir would be no less than a challenge for the concerned officers since it would lead to resentment from the employees. Not only female staff, but the male staff as well is likely to raise their voice against the order and as such one cannot rule out the crisis in the offices as such," said the employees.
