Utilization of HDF in Gurez: DHSK issues notice against BMO

Srinagar, Oct 31: In order to hide his alleged misdeeds, the Block Medical Officer (BMO) with an aim of evading RTI appeal hearing before his Director has been continuously remaining absent.
The Director Health Services Kashmir (DHSK) has issued a notice against the BMO directing him to explain his position. It is alleged that health block Gurez is marred by corruption and mismanagement of funds.
Details available with Early Times reveal that information under J&K RTI Act 2009 was sought from BMO Gurez regarding details of revenue generated by health block Gurez and funds spent on Hospital Development Fund (HDF).
When the concerned BMO remained absent in subsequent appeals, the Director Health finally issued a notice directing the BMO to explain her position. The notice vide No: DHSK/RTI/2017-18/69/540-42 Dated: 25.10.2018 reads,: "It has been observed that despite reminders the PIO, BMO Gurez has failed to report to this Directorate and neither this office has received any correspondence regarding the said appeal from the office of BMO Gurez.
It seems PIO BMO Gurez is ignoring RTI applications which is against J&K RTI Act 2009. Therefore PIO BMO Gurez is hereby asked to explain his position regarding non compliance of the orders of 1st Appellate Authority and is also hereby directed to remain vigilant in near future while dealing with RTI application, in order to avoid any adverse or penalty proceedings by State Information Commission".
While lauding the role of Director Health Kashmir Dr Kunzes Dolma, information seeker Dr Mushtaq Khan said that Director is trying her best to implement RTI Act in her department but some BMOs are not at all cooperating with her as they have support of local MLAs who are the collaborators in crime especially vis a vis bunglings in Hospital Development Fund (HDF). The HDF fund is not used for development but for giving salaries to backdoor appointees and Early Times had already exposed one such scam from Khansahib Health Block but till date no action has been taken against the involved officers inspite of assurance by Deputy Commissioner Budgam Dr Sehrish Asgar.
J&K RTI Movement has meanwhile appealed Governor and his advisor to get the matter investigated through newly created Anti Corruption Bureau (ACB) across J&K especially Gurez block of Bandipora district which is inaccessible and a remote area of J&K state.
