Three Govt departments withdraw payment for construction of same roads

Jammu, Jan 25: Exposing brazen act of corruption, loot and plunder of the state exchequer, information received through an RTI query has revealed that three government departments Viz Rural Development Department (RDD), Roads & Building (R&B) department & PMGSY had withdrawn payments worth lacs of rupees for construction of same roads in Warwan area of Kishtwar District falling under PWD(R&B) Special Sub Division Marwah.
As per the details available with ET, in reply to an RTI application of one Abdul Rashid Magrey, all the three department in reply separately agreed that two roads viz Guzar to Village Basmina (11 KM) & Inshan to Afti (7 KM) were constructed by them.
The department of RDD vide letter No. BDO/W/2011/220-222 dated 5-08-2011 stated that the department had constructed the above mention roads in 1996 under EAS scheme, but the department fails to mention the actual amount spent on construction of these two roads sighting the reason that the record was destroyed in a fire incident in which BDO Office was gutted in September 1998.
Meanwhile, the R & B department in its reply vide No. 2308-09 dated 10-03-2011 have shown expenditure of 39.991 lacs on these two roads, which is over and above Rs.196.76 lacs spent by PMGSY on the same roads. In addition to 39.991 lacs and 196.76 lacs, Chief Engineer Jammu vide his letter No. CEJ/RTI/6102-04 dated 09-07-2011 has shown expenditure of Rs. 30 lacs by the PWD department during the year 2009-10. In nutshell, the three different government departments constructed the same roads and made triple withdrawl for same work which is a whopping Rs. 266.751 lacs.
While talking to ET, RTI applicant said that even after the lapse of almost 7 years since the information went public, the government failed to act against the corrupt officials involved in embezzlement of government exchequer. He said that the interesting aspect of trail of corruption is that same officers were posted in RDD department when these roads were initially constructed and later same officers were transferred in R & B department where they again withdrew the amount in the name of construction of these two roads followed by their transfer in PMGSY department where again these officers adopted similar mode to embezzle the government exchequer. The applicant said that all the accused officers are roaming free even after making such huge embezzlement and added that he had decided to approach Vigilance Organization, now anti corruption bureau and Crime Branch with the hope that one among the two prime organization will conduct an inquiry into the embezzlement of government exchequer and will book the culprits under law, but they have stayed unharmed till now.
