AECC continues protest in favour of demands | | | Early Times Report Jammu, Feb 28: Agriculture Employees Coordination Committee continued its protest in favour of their demand for posting of Technical Director from the departmental instead of Non- Technical one. AECC an amalgam of four organizations of the department which represent all the employees working in the gazetted and Non- gazetted cadre in the department held a pen down/tool down symbolic protest upto 12 Noon on 28th February 2019 and a protest demonstration on the premises of Directorate of Agriculture, Jammu. Addressing gathering, chairman of the AECC said that farm sector including the Agriculture Department is the vital sector and playing a wonderful role in strengthening the economic conditions of the farmers by implementing the different CSS schemes as per the given time lines. In this context Agri- professional has fully devoted their self as missionaries keeping in mind the target of doubling the income of farmers by 2022. It is pertinent to mention here that doubling the farmers income is a challenging job for us which can only be achieved by synchronized efforts of various Agri- professionals working in different sister departments under the technical leadership (Technical Director) as heads of the department. Unfortunately at this time when there is need of experienced technical Director from the department. Govt. has posted a non- technical Director Agriculture as Director Agriculture Jammu which shows that govt. has not been advised properly or there is a policy paralysis in respect of Farm sector. He added that posting of Non Technical Director is a violation of recommendation of sub group on agriculture development which reads as under: "Department of Agriculture should be made responsible for the planning of production and supply of the essential agriculture inputs, arrangement of marketing of the produce, field extension work including demonstration and farmers training programme. It should be structured as a technical department and to be manned and headed by competent technical experts" ( Krishi Aur Sinchai Mantralaya, GoI, New Delhi). Moreover, "the Indian Council of Agriculture Research (ICAR) has recently issued a notification No : F. No. 3-3/2017-EM dated November 6th , 2017 whereby UG course in Agriculture and Allied subjects ( B.Sc. Agri,/Hort.) has been declared as Professional Degree Course" and the Govt. should have taken a note of it. He cautioned the Government that there is hidden unrest and distress among the agri professionals who are already unhappy with almost denial by the Government in respect of promotions as per seniority and not holding of DPC under rules since long. He urged the Government to revoke the Government Order NO. 184 GAD of 2019 dated. 07-02-2019 immediately and post a technical Director from amongst the experience and eligible Joint Directors of the Department. Others who were present on the occasion were Surinder Radotra, Uttam Chand, Devender Singh, Rajesh Gandotra, S. Jagdeep Singh, R.K. Sharma, V. Ambardar, Vinod Sharma all executive members. |
