"Harassed" by College admin, AP seeks justice from Com/Secy

Jammu, Mar 30: Alleging relentless harassment at the hands of college administration as well as by his own colleagues, an Assistant Professor has requested the Commissioner Secretary to give him justice.
An assistant Professor of English subject posted at Degree College Kathua has alleged that despite being the senior most faculty member, he was denied charge of head of the department as well as other charges.
"Since August 2018, the then HOD of English was not attending college as she had applied for VRS. After Principal sought explanation about non-working of the classes, I showed my helplessness as before proceeding on leave, the HOD had not handed over departmental record, time table as well as keys of the room of the HOD", the application reads, adding that the Principal Professor Kartar Chand instructed him to look after affairs of department and would initiate action if any class was found unattended.
The AP further alleged that as he started looking after the affairs, some students approached him that their Function English class had not been taken by any faculty member for the last many months and I willingly accepted to take their classes in the 8th period outside Principal's chamber as Functional English lab was found locked and keys were handed over to a junior faculty member.
The junior faculty member was not given any class of Functional English as per Time-Table and for not having any specialization in the subject. "On 28th of August, whole time table was changed and two classes were given to junior faculty members, who in turn took his classes and got the Functional English lab closed, despite the fact that some other classes were to be taken in the lab.
He has further alleged that as he went to took class of Semester-III (NCBCS) in 8th period, the junior faculty member verbally abused and used derogatory language against the students as well as him in full public glare.
"The usage of unparliamentarily language was taken up with Principal as well as other faculty members, but the junior faculty member against used derogatory language and refused to allow usage of Functional English lab-a college property-made personal property by junior faculty", the application reads, adding that despite taking issue with Principal, he didn't do anything and when the matter was taken up with the office of Commissioner Secretary and on their instructions, the Principal instruction him to take care of department but refused to instruct the junior faculty to hand over assessment records as well as keys of Functional English lab.
The Assistant Professor has alleged that despite being senior faculty member in English subject, he was not handed over the charge of HOD of English Literature, Functional English, English as well as Assessment record, being convenor of College Assessment Record Committee and Principal of college was unwilling or failed to do his duty and allegedly siding with the junior faculty member.
Special Secretary to Higher Education RA Inqalabi said that he could only reply after going through the records.
