Dubious record! RDD spends Rs 6.7 cr in few hours

JAMMU, Apr 19: The Rural Development Department (RDD) has added yet another 'feather' to its 'notorious' cap by spending Rs 6.7 crore in few hours.
According to sources, the Finance Department on March 29, under re-appropriation funds under District Capex Budget 2018-19, released Rs 6.78 crore and on the same day the funds were disbursed.
"The funds shall be utilized only for the purpose specified after observing all codal formalities as required under rules and shall not be available for further re-appropriation at any level and for any reason whatsoever", a copy of instruction issued by Finance department while releasing the funds read.
However, picking 'hole' in the process adopted by Assistant Commissioner Development (Jammu) while releasing funds at Block level, sources asked, "How were the instructions followed in few hours."
"Who identified works? Who made estimate? Who approved works? Who supervised works? Who issued completion report in few hours", asked a retired engineer from RDD who had tried his best to wake up higher ups well in time (same day) to prevent 'quick' disbursement of such a huge amount.
According to document available with Early Times, the ACD Jammu on 29/03/2019 disbursed entire amount to blocks. "Something was fishy in the entire process, because as per Expenditure Reform released by Finance Department, in last quarter of a financial year cannot clear any liability beyond 15 percent of total bill for any work", the engineer said and asked whether the ACD violated Finance Department's circular or the payments were made on fictitious bills?
"Either the ACD has violated Finance Department's circular for Expenditure Reforms or he has drained huge public money", he said and added that it is not possible for anybody to complete works worth around seven crore rupees in few hours.
"It had not happened in my over 35 years' carrier. Something went wrong, the ACB should take cognizance into entire disbursement process", the engineer said, adding that whatever has happened is huge scandal in the history of RDD.
