Lakhs withdrawn on fake bills, execution of works nowhere in sight

POONCH, July 28: Lakhs of rupees have been withdrawn on fake bills for MGNREGA that were never executed in Panchayat Kangra of Mendhar Block, source said here today.
They said in year 2017-18 the money was withdrawn against MGNREGA having work code 1411055011/RC/2106077 cost RS Ten Lakh . The bill was submitted for construction of culvert under this code . In the bill the cost of Bajri used for culvert was shown as 69 trucks @Rs 5000 per truck which amount to RS 345000 and cost of cement bags used in the same work was shown as 1169 bags @Rs 500 /bag which amounts to RS 584500 and the total amount of the bill was mentioned as RS 929500 . As per MGNREGA guide lines the labour charges were must to mention in the bill but same was not mentioned and money withdrawn for the work was nowhere in the sight sources further informed . The executing agency was M/S Bocken Genera Store.
In another glaring example in same panchayat the construction of create work having a cost of Rs ten lakh vide work code 1411005011/FP/144983, for which a fake bill was sub mitted to with draw the money. This work too was nowhere on the ground. Yet bill for Bajri 94 truck loads @ Rs 5000 each truck which amounts to Rs 470000 while its carriage was shown Rs 480000 in the bill. The total amount of this bill was Rs 950000. And in this bill too the labour charges were not mentioned.
Reliable sources told Early Times that then BDO GRS and TA having a nexus with the existing agencies who on fake bills withdrew lakhs of rupees for no works in Panchayat Kangra, Gultha in Mendhar block. The works were executed without any approval of the higher authorities they added.
Social activist Mughal Hussain Khan (Retd Tehsildar) has urged the State administration and Rural Development to constitute a team of officers to initiate inquiry into the matter and book the culprits under relevant law.
