| A major crisis faced by future of Jammu and Kashmir unemployed (youth) a quest to earn food fodder and shelter and to progress towards advancement likewise is need of an hour. This year breaking all the records of previous before and unemployment now is double of last year. Futility in future and aridity in every home of poor and middle class family is a major issue .According to the statement issued by Department of industrial policy and promotion (DIPP) Jammu and kashmir is not even in top ten list but Andhra PRADESH HAS TOPPED THE EASE OF DOING ANNUAL BUSINESS RANKING AND UNIOUN TERRITORIES BY THE World Bank and DIPP .It creates an anguish and disturbance in masses after paying huge amount of money arranged either by hook or by crock in getting academic qualification. Well I don't want to start it with a question that why a major debacle? But before asking to the concern authorities its important to understand the facts and figures at first. It's easy to be judgmental while to research, as per the economic survey report of Jammu and Kashmir the unemployment rate in the state is 24.6 per cent. Whereas in age group of 18 to 29 years, the unemployment rate is of 13.2 percent which is highest among all states of India, a proper way must be channelized to make something more open and more reliable. Well I'm talking to the vogue age I mean the people of unemployment era especially in Jammu and Kashmir although we have a great history of our recruitment agencies including JKSSB, JKPSC, and PDD Etc. This is not really interesting not even a good news for us that Jammu and kashmir in one of the top rated in unemployment and the graph is rapidly increasing however the mount and heap of new graduates and masters in every subject are flowing like soft wind in society this is good that education is getting its remarkable graph in society but the equation of employment and literacy rate is not balance whosoever sits on crown feels less to discuss and responsible about it because in Jammu and kashmir there are other issues which are made the top priority to discuss either in both houses or with regard to the fact when it comes to center state relations. Even because of special status central government issues about 60 to 90 percent more to Jammu And Kashmir State were as to other states its 50-50 in-between center and state still Government hare has been failed to come up with the successful policies that can balance this employment crisis. The Shocking is that JKPSC has announced more jobs than JKSSB in 2018 which means more gazetted posts were announced in 2018 than non gazetted posts.2018 is the barren year of the decade for unemployment because earlier in 2017 more than 5000 jobs were announced.
On March 2018 as per survey done by various district employment and counseling centers of Jammu and kashmir , the number of unemployed youth registered were 85,944 of which 42,219 youth were from kashmir and 45,821 youths from Jammu. however on 8th July 2019 an order was issued by director employment office about to collect data of unemployed post graduates and last date of submission was 20th July even date was extended to 22nd July , however because of few things that were not going in accordance with the benefit to collect data properly later on date was extended and even the process was made on ground to online submission earlier the data since 9th July the process was being initiated on 19th of July 1,24,198 candidates registered as unemployed post graduates .Bifurcating the data between Jammu and kashmir 60,195 males and females are 64,003, in Jammu division the figure 52,237 total unemployed post graduates registered out of which 20,686 males and 31,551 females .were as in kashmir division total unemployed PGs registered are 71,961 out of which 39,509 males and 32,452 females , this initiative was being taken by Governor administration and director of employment, 14,550 in Jammu Distt 3,807 males and 10,743 females. Now another shocking figures came out on 24th July the final data is total number of unemployed post graduates are 1,58,962 almost double to data collected on March 2018 which is very unfortunate for unemployed youth of Jammu and kashmir so in Jammu division 64,536 out of which 24,946 males 39,590 females this also indicates that in Jammu division females are more in number as compared to males and in kashmir division 94,416 out of which 52,937 males and 41,479 females which indicates that males are more in number than females. So this survey asked several questions like is governor administration going to take a step forward to solve this serious problem? Will any scholarship scheme being initiated to help these unemployed youths? Or this data will be forwarded to recruiting agencies to loom after and boost up their recruitment policy with a proper short duration time frame however youth has a more enough hopes with governor Respected Satya Pal Malik setting a record of being a master of truth so far.
We cannot deny the fact of JKSSB serving since 1992 under section 15 of j&k civil service decentralization and recruitment Act 2010, but now the process is under pressure of this huge figures of unemployment that also goes equally to other recruiting agencies of state which has not only been very slow but several unprofessional reasons and facts behind it came recently on the table resulting in huge unemployment data. want to take you back on 26th Dec 2018 when 963 candidates came KAS aspirants came on roads demanding to be fare and respecting judiciary to take the process on their favor where as other aspirants came on roads to stay the process ,questions were raised against delaying of the process and related things. Several other posts like sub inspector finance department dated 11-08-2015 took almost four years to complete the process of which final list was released on 13th of June 2019 with order no 365 FD of 2019.their are several examples that raise questions against these policies and this became main reason of rising unemployment in Jammu and kashmir with other reason as well. An other big example of it is Naib Tehsildar exam for which thousands of aspirants in state expressed their disappointment over the delay by service selection and recruitment board (SSRB).the exam for Naib Tehsildar pots were held on February 22, 2015in which over 30,000 aspirants appeared in exam this process also took four years almost to complete however it was stayed by few candidates regarding to the issue of Urdu language. Now these issues are at a very large scale that cannot be printed under one heading but important thing to discuss here is solution as if problem is already understood and almost known to everyone, well solution can only be written easily but authorities take their own time to roll them in accordance with the interest of the related scenario.
The recent government order no 515 -F of 2018 Dated 30-11-2018 that is creating headline and has became a matter of tension to thousands of youths of Jammu and kashmir is a notification in which jk approves 20,000 posts of account assistant for panchayats.The State Administrative council (SAC) for strengthening the functioning of Panchayti Raj institutions in Jammu and kashmir under the Chairmanship of Governor Satya Pal Malik for all the 4,483 panchayats.The across the state. The Notification will be soon announced by JKSSB in which selection process will be written test and interview under SRO 202 OF 2015 new recruitment rules, but the shocking is the recruitment criteria for these posts .
1 Applicant should be graduate from a recognized university having not less than 50% Marks for open category and 45% for reserved category.
2 Graduation should be in commerce (B.com), Business Administration (BBA)
3 Any other discipline having Math's, stats and Economics as one of the Subjects at the Degree level.
Now it's not flabbergasting to all those unemployed youths who are waiting since years to make it to the joining after sacrificing in their own way is it youth favorable notification? Well not exactly because we cannot exclude Arts faculty of it also we cannot judge aspirants on basis on percentage there can be several factors of it , but betterment is to give platform to every one so that no one can think of being ignored and excluded let the process be on fast Track and online so that fare selection may take place and results coming out will be respected and accepted in great enthuse. several things supporting the argument are if a candidate from Arts faculty can be topper of IPS, IAS,KAS other local, national level exams why cannot he/she be allowed to be the part of this particular recruitment .Let the process be open to all , defiantly deserving and hard workers will turn out of flying colors.
Well it takes a lot of hard work to a candidate to prepare and follow the process unfortunately it becomes a disappointment and dejection when the exam is being delayed due to one or the other reason, open method of online system must be implemented in every exam to give quality output and also fare selection process. More than 70 percent of unemployed youth in Jammu and kashmir hail from terrain areas so for then its hard nut to crack to join a library in a city and to be there for long time and when process gets more delayed the heart beat gets more faster resulting in increase of frustration and also several youths are involved directly and indirectly in evils .This is also same in case of professional education where Thousands of youth are unemployed after doing B tech, M tech, diploma in several fields after spending a huge amount in colleges outside the state their parents keep waiting for their kids to get recruited but since 2011 not more than 500 posts has been referred in one go to these departments however in March 2018 ,3321 youths registered themselves as unemployed engineers were as the pressure of degree and diploma holders in increasing daily. Same scenario is associated to law students were only 60 pots were advertised last year regarding with that particular department. SO nothing can be the worst condition as if now because we see daily wagers on roads, SRO 202 being called as an anti youth policy there is less scope of being getting recruited in education department after RETs being given the first preference however there are thousands of unemployed youths who have qualified BED, MED etc just to make them self very eligible to the teaching department .Contractual lecturers suffered a huge set back in Jammu and kashmir after giving their best time and energy for more the eight years Has been imparted good bye to stay home this year since March. so what if the pressure of increasing literacy rate will dominate the rate of unemployment it will defiantly lead to the mass agitation, youth on roads few of them getting involved in evils and few of them seen handling small stalls of tea, coffee, fruit venders in Jammu and kashmiri are PGs, Even in March 2018 few PHD candidate applied for the post of sweeper in Municipal corporation Srinagar.
History is witness that recruitment has not been fare earlier in case of several scams that became talk of the town including Jammu and kashmir bank, education department, Medical department etc but now at least these things must be cross checked especially there must be a very intelligent core committee to handle all this so that deserving candidate,may not be kicked out and again the nominal hypocrisy and political as well as high sound financial stereotype will not dominate the scenario.
Well are the schemes by central government applicable and useful in Jammu and Kashmir on grass root level? Beti Bachao Beti Padhao started since 22nd January 2015 the goal of this scheme is to make girls socially and financially self reliant through education.PM Mudra yojna started since 8th April 2015 about to give Loan to Small Businessmen from 50 thousand to 10 lakhs. JKEDI Jammu and kashmir Entrepreneurship development institute even has one of the appreciated scheme up to 20 lakhs @6% simple interest for Enterprising Educated Youth the scheme is a component of Sher E Kashmir Employment & welfare programmed for youth (SKEWPY).But now its being called as time consuming and long time process since last year making headlines in these ways however thousands of youth has been given advantage of it. So discussing all these schemes means to discuss the other plans besides government jobs but still the eligibility and long term process is a major concern.
We see and notice almost everyday things happening in front, it feels really bad when daily wagers are on roads, teachers are on strike, Contractual lecturers have crossed more than eight hundred days of hunger strike even few of daily wagers lost their life while few of them attempted suicide .SRO 202 is not even appreciated by any employ not even a person who is associated with this particular recruitment process since June 30 2015 order by passed by Former Governor NN Vohra. No doubt it was created to ease the Burdon of unemployment but it the calculation is not done for long run it turns worse the employ under this particular section is hardly earning his basic life needs while in this modern life he cannot accept the huge Burdon to save money or face any unfortunate accident happens with him or family so the financial Burdon even after working hard and full hours duty make him/her feel like an "employ under faulty conditions and a victim" .What will a person afford in seven to eight thousands? If a class fourth employ is getting more salary then an employ of higher post under SRO 202 it will lead to stress, self respect concern even raises chances of corruption as well. The demand of revoking SRO 202 is very genuine and it must be revoked as soon as possible because on the same post an employ recruited before 30th June 2015 is getting full salary and allowances were as after 30th June he is getting few thousands and not even extra allowances so that's why it is also called as anti youth policy in j&k being employment deficient and also it violates minimum wages act SRO 404 OF 26th Oct. 2017, Also honorable supreme court judgment of " equal pay for equal work".
In nutshell those who are employed are regretting because of dominating and anti youth policies, and also those who are struggling to face written exam and viva are keeping no stone unturned to acquire the chance .One of the major concern is regarding to those who are near about to get over aged after having bachelor degrees and Masters as well. Government as well as new comers must support these people first to get jobs and they must be treated equally because during early decades even 50 percent was an appreciated score in examination with growing ,merit system these people must not be judged on basis of percentage but treated respectively and equally given a chance that's why its need of an hour to close this criteria headline and to accept all with open arms and let them try their capability in written exam and viva as well were deserving and meritorious candidates will come out of the flying colors' but initially to make a road map which already pulls out thousands of candidates leading them to debacle of their dreams and future plans will be a huge disappointment and injustice as well. |
