Computerisation of the land records in limbo, project remorselessly shelved | PDP Govt drained GOI's 184 Crore rupees for a failed project | | Early Times Report Jammu, Sept 24: Even when years ago the central government sanctioned a whooping 184 crores for the digitisation of the land records in Jammu and Kashmir, the project continues to remain shelved without any reason. Thecomputerisation of the land records in the erstwhile state of Jammu and Kashmir was a component of National Land Record Modernization Program (NLRMP) but ironically there were no funds released by the previous state governments for the proposal while eyes were set on the grants being accorded by the GoI. As per the officials privy to the case, the government of India has sanctioned rupees 184 crores for the digitisation of the records. However, the dilatory mode of functioning only pushed the proposal in the back burner, shelving it in a ruthless way. The erstwhile state government while giving reasons for not digitizing the land records here are enough to make one understand that how much the authorities here were non-serious in coping with the emerging trends and hell- bent to push state to the medieval times. Reports inform that the reasons given by the state government for not digitising the land records include 'non- introduction of the modern technology to the extent of the requirements'. It further goes on to say that there is 'in-sufficient' machinery and lack due to which the traditional routes are pursued and not the latest ones. The government here also had declared that it has not trained staff which could have accompanished the task. Another reason that was given by the state government was that there is 'multifarious' assignment to staff especially at the level of patwaris, naib tehsildars and tehsildars. Former Minister for Revenue Javed Mustafa Mir later in March 2015 announced computerization of land records to reduce dependence on the field staff. He also took a dig at the patwaris, saying the corruption has become a major cause of concern in his department. "The Government has decided to outsource computerization of the ongoing National Land Records Modernization Programme (NLRMP), launched in the State, for which a society called J&K Land Records Modernization/ Management Agency has been formed," the then Minister said and added that the system will cover computerization of mutations, digitalization of maps and integrated textual spatial data besides updating of all survey and settlement records. However, with the bifurcation of the state into the union territories of JK and Ladakh, all eyes are set on the dispensation about how it is going to resurrect the old project and make it a worthy one on ground. "The digital India campaign can have a very positive bearing on digitisation of the land records in JK. The central government seems to be more focussed on prioritising digitisation than anything else in Jammu and Kashmir- a place that has been witnessing shelving of vital e-projects with impunity," says an official. |
