'Roads in Poonch district turn golden goose for PWD'
Deptt spends several crores annually for blacktopping, roads are still in shambles

Jammu, Oct 30: On the pretext of various repairing works in Poonch district, the Public Works (R&B) department spent crores of rupees annually, but a look at the some important places is enough to expose the siphoning of public money.
Sources said that the Shiv Khori, Nangali Sahib to Saibaba road and Sher-e-Kashmir Bridge to Bus stand roads are in shamble due to alleged use of sub standard material and 'fictitious' payments being made by the department.
"Though local smell malpractice in the works, and at the local level these bungling remained in light time and again but un-fortunately could not reach to the government that cause huge loss to state exchequer", they said, adding that most of road blacktop in Poonch district turned into ravines in few months after completion in the absence of accountability. "The road linking the ancient Shiv Khori cave-Khorinar Mohalla was blacktopped two years back, but due to use of sub-standard material and negligence on the part of the concerned Junior Engineer, but within the six months of its completion turned into 'ravines' and no one bother to fix the responsibility of concerned JE and AE", they said.
They further said that another most important road Nangali Sahib to Sai Baba road, remained a golden goose for the department as several crores of rupees in 'papers' have been spent till date, but unfortunately, the road in Shamble and narrates loot of state exchequer.
They said similarly Chandak- Mandi swallowed several hundred lacs of rupees during last10 years, but the road users fined no change in it. "The 15 kilometer long road stretch in shamble, the department undertakes patch/ repairing works annually. The stretch falls on Budha Amarnath Road where every year, lacs of pilgrims visit the holly temple of Lord Shiva, but unabated loot of funds meant for development make their holly journey uncomfortable", they said.
Executive Engineer, Public Works (R&B) Division Poonch A S Katoch who recently joined said that efforts are on put in place the things. "I came to know about the issue and have been put on priority, by the end this financial year most of blacktopping and repairing works will be done without any compromise", he added.
