Principal Dental College Sgr gives damn to Govt order, persists with bio-metric attendance

SRINAGAR, Mar 11: At a time when the administration of Union Territory of Jammu & Kashmir has ordered for doing away with the bio-metric attendance system Principal Government Dental College Srinagar, Dr Riyaz Farooq has given a damn to the same.
Sources told Early Times that Dr Riyaz has issued directions that the bio-metric attendance system would be continued at the Dental College, Srinagar. He has made it clear that the order issued by the government in this regard would not be implemented in letter and spirit at the dental college.
“The Principal Dental College, Srinagar is law unto himself and he gives damn to the government directions issued from time to time with regards to certain matters. He does not take anybody from the government serious and it is due to this reason that the orders are not implemented on the ground,” said sources.
Sources said that Dr Riyaz has been harassing the employees and in fact directing them to mark their attendance through the bio-metric system and not manually. They said the Principal has warned of dire consequences in case the employees are found not following his order of marking attendance through bio-metric system.
“Both the teaching and non-teaching faculty at the Dental College, Srinagar is a harried lot since they are being harassed like anything by the Principal of the college. These people believe that rules are for fools and that Dr Riyaz can go to any extent in fulfilling his particular agenda,” said sources.
Sources said that Principal Dental College has made it clear that he would deduct the salary of the employees who raise revolt against his order and fail to mark their attendance through bio-metric system. They said that Dr Riyaz is acting like a dictator and that his orders have to be followed at any cost by the employees.
It is in place to mention here that the administration led by Lieutenant Governor Girish Chandra Murmu has so far taken no action against the tainted Principal of GDC Srinagar. RTI activist, Tanveer Hussain had gathered information through RTI regarding purchases of various dental machinery and equipment made by college authorities including “Digital Panoramic X-ray machine” and “Complete Vertical Rack Sterilization system”.
An FIR under No.33 of 2012 dated 18.12.2012 U/s 5(2) P.C Act Svt. 2006 r/w 120-B R.P.C was registered by the Vigilance Organization Kashmir against the accused Dr. Riyaz, Principal Govt. Dental College Srinagar in his capacity as Chairman purchase committee no.3 along with other members of the purchase committee in criminal conspiracy with V.L. Narayan of M/s Villa India for procurement of machinery at an exorbitant price for pecuniary benefits to one another causing a loss of over 16 lacs to the state exchequers.
Dr. Riyaz had filed a writ petition being OWP no.1259 of 2015 before the High Court U/A 226 of the Constitution of India of Jammu and Kashmir with section 561 – A Cr.P.C seeking issuance of writ of certiorari quashing the report of vigilance organization FIR No.33/2012 registered at P.S VOK and communication dated 20.04.2015 vide which vigilance clearance was not accorded to him. After filing the objections, High Court vide its order dated 23.07.2015 stayed the FIR No.33/ 2012 and investigation thereof.
