Goes out of way to appoint assistant professor as HoD surgery

Jammu, June 11: The incumbent GMC Principal Dr Naseeb Chand Digra violated the government order before going into a quarantine earlier this month.
According to the details available with Early Times the GMC Principal handed over the charge of Head of Department Surgery to assistant professor Dr Sanjay Kumar Basin before moving into home quarantine. It was for the second time within a span of few days Dr Basin was made the HoD surgery.
“Prior to this the GMC principal had violated al the norms and issued an order no GMC/20/ORDER/02 dated 1/05/2020 elevating Dr Basin as the HOD surgery,” said a source.
However, Jammu and Kashmir administration took a serious note of the said “unauthorised and Illegal order” particularly when the matter pertaining to the seniority between Dr Sanjay Kumar Basin and Dr Ratnakar Sharma is subjudicious and rescinded the order.
The order No. 443 JK-(HME) of 2019 dated 15-05-2020 issued by the Health Department read: “In order to ensure that the clinical care of patients does not get affected and the academic rosters of gazetted and non gazetted staff be maintained and other routine work in the department be carried in the department of general surgery Dr Nasib Chand Digra Principal Govt Medical College, Jammu shall also hold the charge of Head of Department of Surgery, Govt Medical College Jammu till further orders.”
Sources said that the GMC Principal on May 28, 2020 attended a meeting chaired by a senior IAS officer. After the meeting, the IAS officer tested positive for COVID-19 following which the GMC Principal was asked to go into quarantine. “Before going into quarantine on May 30, 2020 the GMC Principal, Dr Naseeb Chand Digra made Dr Ashutosh Gupta as officiating principal and issued an additional order stating that Dr Basin will function as HoD of the General Surgery Department,” sources added.
The order Issued vide No. GMC/20/PF/Order/216 dated 1.6.2020 by Dr Nasib read: “Since the undersigned is in on home quarantine thus in the interest of patient care and smooth functioning of the department of surgery, during my absence, Dr Sanjay Kumar Basin, shall look after the routine work and functioning of department of surgery, GMC Jammu till the undersigned resumes his duty.”
Sources said that the GMC Principal went out of way to favour Dr Basin and he violated the SOP and the government order by issuing the above order.
“If any such arrangement had to be put in place it should have been done by the officiating principal not Dr Nasib. It is surprising, that the Administrative Department has remained silent over the violation of the government order and directions passed by the High Court vis-à-vis seniority dispute between Dr Basin and Dr Ratnakar Sharma,” sources added.
“The GMC Jammu is facing divide among the faculty in the department of surgery.
If this hegemony continues the institution will retrograde from the existing standards and levels of excellence. Dr Nasib should take every faculty member on board and govern the institution as per existing rules and regulations of Administrative Department,’ sources added.
