DSEJ suspends Doda school principal for failing to take note of fake transfer orders

Jammu, July 18: Taking strong note of alleged fake transfer orders, Director School Education Jammu (DSEJ) Anuradha Gupta has placed the Principal HSS Jakyas in Doda district under suspension for dereliction of duties.
According to the details available with Early Times the office of DSEJ has come across with two transfer orders bearing Govt. Order No. (s) 171-Edu of 2019 Dated: 07-06-2019 and 192-Edu of 2019 dated: 04-06-2019, perusal of the orders in question has revealed that the orders have apparently been issued under the seal and signature of M. H. Mir (KAS) Special Secretary to Govt School Education Department, with dates 07-06-2019 and 04-06-2019. But the fact of the matter is that the officer under whose seal and signatures, the said orders have been issued, attained superannuation on 31-05-2019.
As per the aforementioned transfer orders, Arfat Ahmed Khan, lecturer Computer Science was transferred from HSS, Jakyas, Doda to Girls HSS, Kishtwar, Mohammad Idress lecturer in Urdu was transferred from GHSS, Leh to HSS Dool, Kishtwar and Yaqoob Ahmed Lecturer in Urdu was transferred from BHSS, Leh to HSS Trigam, Kishtwar.
During the preliminary enquiries made therein, it was revealed that the concerned principals without any endorsement of the said order either by the Directorate or by the CEO concerned allowed the lecturers to join in the respective schools thereby benefiting them under the umbrella of well hatched criminal conspiracy. The act of lecturers to mislead the officers by producing the alleged fake transfer orders to get the benefit of transfer, tantamount to misconduct in terms of J&K CSR.
Whereas vide order No: DSEJ/Gen/20051-62 dated: 15-06-2019 , all the three were placed under suspension with direction to report to their previous place of posting(s) i.e. HSS Jakyas Doda, GGHSS Leh and GBHSS Leh; and Whereas, vide letter No: DSEJ/Legal/20765-775 dated: 24-06-2019, The Sr. Superintendent of Police, Crime Branch, Jammu was requested for in-depth inquiry in the matter.
The CEO, Doda vide letter No: CEO/D/MC/51974 dated: 17-03-2020 submitted that they have received a communication via email on their official email ID [email protected] through [email protected] on 10-03-2020 at 10.19 am regarding reinstatement of Arfat Ahmed Khan, Lecturer Computer Science Govt HSS Jakyas and has sought clarification regarding communication from this office.
On perusal of the said order and after verification of the dispatch register, it was established that the said order was fake and has been manipulated by the unscrupulous elements by creating a fake e-mail ID [email protected], the Station House Officer Police Station Domana was requested to lodge a First Information Report (FIR) in this regard for suitable action as warranted under law to be taken against the fraudsters.
Accordingly Joint Director School Education Department, Doda/Kishtwar/Ramban Range H.Q. Doda was appointed as Inquiry Officer to enquire into complaint against Arfat Ahmed Khan, Lecturer, Computer Science, Govt. Higher Secondary School, Jakyas District Doda vide order No. DSEJ/MW/G-875/2020/14573-74 dated: 02-07-2020 and the inquiry officer in his report stated that during his visit to HSS Jakyas neither the school Principal nor Arfat Ahmed, Lecturer, Computer Science were present in the institution, and as per the statement of the staff, the Principal had gone to Jammu/home when the 1st lockdown commenced during 3rd week of March 2020 and Arfat Ahmed is also in Jammu since then.
The enquiry officer reveals that as per the record available and statement made by the staff present at the time of inquiry, it was observed that the personal service book was taken by the said lecturer on 15-05-2019 for some verification, which is still lying with him till date. Besides this it is also observed that most of the records including twelve service books of the employees were stolen on the intervening night of 06-09-2019 and 07-09-2019. FIR was lodged in Police Station Gandoh, record recovered and seized by the police which is lying in police custody.
Following the enquiry, the enquiry officer has recommended action under rule against the Principal, Govt HSS Jakyas who did not bother about the service book of said lecturer which is lying with the individual for last more than one year without the required entries, besides this the school record and service books of other employees lying in police station Gandoh for last more than ten months and is remaining absent from his legitimate duties since last week of March, 2020 to till date.
“It has been observed that due to lackadaisical approach and suspicious conduct of the Principal, his continuous stay in the said Higher Secondary School may cause more damage to the evidence as the case is already under the investigation of crime branch” read the order of DSEJ added that In view of above facts and the severity of the situation, Dharminder Kumar, Principal, GHSS, Jakyas District Doda has been placed under suspension, for serious negligence and dereliction of duty with immediate effect. During the period of his suspension, the Principal shall remain attached with the office of Chief Education Officer, Doda. Kuljesh Chander, Principal Govt. Higher Secondary School, Kilhotran shall hold the additional charge of the Principal, Govt. Higher Secondary School, Jakyas till further orders.
