| The population of Rajouri Poonch is more than nine lacs at present and these twin Districts fall on the borders of Pakistan. People of this region are well built, tall and hard worker and always stood for the cause of the nation. Their contribution always remained immense like in every sphere of life such as in medical field, engineering field, literature, or any other field of life. Poonch and Rajouri more known as Peer Panchal Region is mother to many great personalities like Poet Chiragh Hassan Hasrat, Poet like Krishna Chander, Banda Biragi, Padam Shri Mala Bi, Sian Faqar din , Sian Mira and , Ch. Abdul Ghani of Mehander . Sian Mira supported the Indian army in 1971 and refused to bless the Pakistani army when some of Pakistan Army officers approached him for Special Dua (blessing).
The people of Rajouri poonch always remain loyal to motherland and defended her by scarifying their life. Aurangzeb of Mehander sacrificed his life three years ago when he was returning to home for Eid Celebration. Many youth of Rajouri poonch are decorated with medals for their outstanding performance in army such as Sab Singh of Rajpur Kamila Sena Medal, Lekh Raj of Daber Sena Medal, Mushtaq of Nagrota Rajouri Shauria Chakar ,Fazal Hussain twice decorated by Sena Medal,Mohd Iqbal Vir chaker , Mohd Fareed Sena Medal ,Bader Hussain Shauria chaker ,Mohd Sadiq Shuria chaker. Thousands of youth of this region are working in Indian Army, Para military forces and police department. The Jammu and Kashmir police is considered as one of the best police of our country having contribution in curbing the militancy in Jammu and Kashmir and known for their valor in maintaining law and order in testing circumstances in this disturbed region of country.The Indian army un doubtedly played an excellent role in Jammu and Kashmir in defending the nation and is known for its professional touch and discipline, protecting the human rights of citizen of India. Though few complaints of human right violations are also reported wherein Some Officers in uniform in a lust to get promotion and appreciation , cash and awards worked against its ethics few incidences worth to mention are Innocent killing of three Youth belonging to District Rajouri in Shopian, murder of innocents in Kupwara, Gurez, Pathribal during insurgency are few to quote. This creates some mistrust in mind of local, when few men of Army act arbitrarily while discharging their assigned task or shows highhandedness to law obeying citizen of area this gives a sense of insecurity to common which is otherwise uncalled for
The recent incidence of man handling of SHO Rajouri by army major at Poshana Check Post on Mughal Road on Saturday Evening this week is an eye opener for UT administration in mismanagement of Mughal Road Affairs which is National Highway now, if the SHO of one of the Police Station of District Rajouri who was reportedly going to Kashmir in order to meet his ailing mother is hindered in such a way and beaten and kept in unlawful custody by Army Officials at Poshana Check post then it is quite easy and apt to imagine the dealing of these Army Officials with commuters and nomads who moves to and fro daily on this Road. Even in recent past many such incidents were highlighted wherein mismanagement in frisking and clearance of vehicles caused undue harassment to road users which lead to long jam resulting mental agony .
It is the primary duty of the District Magistrate and District Police of Poonch and Shopian to keep good liaison with Forces deployed enroute and ensure good management and affairs of this road. This road offers emotional bond to people of Rajouri and Poonch and is considered as lifeline. There is dire need to focus on functioning of this road as it offers Social and Economic boost not only to these twin border districts but to rest of country as well. This road is already a seasonal road and in these four to five months of its opening needs best mind engineering whether it’s physical maintenance or its traffic regulation. People of army to give good governance to the people but there is definitely gap between the civil administration and army, which require a change and close liaison keeping in view the security situation. The district Rajouri and poonch always remain peace full no incidence of violence accrued in these district during recent years but instead of giving a sense of security to the people the army man deployed at poshana( poonch) are behaving like the army of foreigner country . Which developed a sense of fear among the masses.
The people who have migrated in (Summer Dhoke) highly area of peer marge have to bring ration from the plains of Rajouri or surankot nearest place, if movement of vehicle is not allowed to move on Mughal road for carrying the ration of men and animals the person residing in (Summer Dhoke) peer marg have to suffer badly for no fault. They have to move down for fulfill their day today needs. Even no tower of any company is installed on Mughal road for communication purpose, if any vehicle or persons trapped due to land sliding or due to break down of vehicle the passenger are at the mercy of God, it is the duty of civil administration to provide the basic infrastructure to the common masses and passengers. The people of Rajouri poonch suffer at the hand of administration for the last 70 years as they have to travel Srinagar via Jammu spending two days at least covering a distance of more than 900 kilometers to reach Srinagar (summer capital of state), where as Surankote to Shopian is only 100 kilometer and Srinagar is 150 kilometers distance can be covered within three hours. So it is impressed on the Governor administration to open the Mughal road for all passengers, which is a good gesture of governor administration and definitely a sigh of relief to the public of Rajouri poonch and also reduce the jam on Jammu banihal road, these act of little relief contribute a lot for good governance which pay in the long run.
The Honorable lieutenant Governor Sh, Manoj sinha, who is known for good governance is requested to intervene in this matter and , also direction to army authority to post matured officer at Poshana post , who behave with people as per SOP, and gave the sense of humanity/ security , as army gave in other places or replace the unit with BSF or CRPF or Jammu and Kashmir police who is well versed with the problem of the people. The governor administration is working hard for giving the relief to the people of UT to their best but such stray incidence bring the question mark to the good governance . |
