JKPCC contractors highlight issues, demand clearance of old liability

JAMMU, Jan 27: A press conference of JKPCC contractors Association, joint front J&K was convened today, at 2:00 PM at Press Club Jammu to highlight issues pertaining to the work done liability of nomination works (Departmental works) since past 11 years & recent time e-tender work done liability throughout J&K & also rehabilitation of its (JKPCC) registered contractors, who rendered their tireless service in all its construction activities through it's length & breadth since its inception.
We want to draw your kind attention that we had convened a press conference on 11 Feb, 2021 highlighting our old liability & other vital issues. Maintaining the two long years patience, we are here once again to highlight same through the medium of your august press.
It is pertinent to mention here that during the 98th Board of Directors meeting of JKPCC, held on 07th of July 2022, it was unanimously decided & agreed upon to clear the old liability of all the contractors of JKPCC in consonance with rule 1 of GFR 2017 (General Financial Rule) which indicates about the government willingness to clear the liability after year 2016-17. Whereas, the Govt hasn't made its stand clear about the contractors' liability prior to year 2016 which exists in the records of JKPCC.
In this context, Rakesh Jalali, president of the Association * along with two other fellow members *had an audience with worthy chief secretary, UT of J&K, Dr Arun Kumar Mehta on 23rd of January for the kind consideration of these issues as elaborated below:-
First, the work done liability of all the contractors of JKPCC may be cleared before its merger with PWD or so.
That e-Tenders in JKPCC Pre or post merger for a small, medium or massive building project may kindly be invited in a split manner (Staggered) or in other words stage wise as per the old practice wherein, dozens of contractors were engaged in a medium or massive building project to generate more employment opportunities & timely completion thus to safeguard the future of its (JKPCC) small contractors which is at stake, who are already denied their livelihood by Govt's drastic policy change by way of its merger with PWD or so
All its (JKPCC) Piecemeal workers or small contractors hundred in numbers are left in lurch with no work in hand as JKPCC as per its ages old policy used to engage them (JKPCC Contractors) in its construction activities wherein, Govt approved contractors' card wasn't mandatory since it (JKPCC) came into existence.
Now issuance of Govt approved PWD cards to these small contractors becomes the moral responsibility of administrative Deptt of PW (R&B) Deptt to issue them 'A class' or 'B class' cards on the bases of their vast past experience & work performance
The same issues were discussed & also brought to the knowledge of worthy Chief Secretary, Dr Arun Kumar Mehta through written representation during a brief meeting. He gave us a patient hearing & assured all the possible help to the deputation.
It may not be out of place to mention that JKPCC contractors rendered their decades of tireless service to corporation since its inception in year 1965, by producing the model buildings & bridges of prestigious scale with an excellent quality. Several medical colleges, Dental hospitals, Assembly complex, Srinagar, Zero Bridge Srinagar, Baramulla medical college, Anantnag medical college, MLA hostels, various polytechnic colleges & Degree colleges of entire J&K in all the districts many vital bridges & buildings which speak of its high quality & latest architecture of modern time.
No one can shy away from speaking the truth that JKPCC is the only premier construction agency of erstwhile state & UT of J&K with live examples of its best quality work, which was unmatchable in past & in all times to come, if its fundamental nomenclature exists.
