Sinha clarifies `I always appreciated role of JKP' | | | Early Times Report
Jammu, Sept 23: Former Governor, Lt. General (Retd) SK Sinha today said that he held Jammu Kashmir Police inn high esteem. The clarification came a day after a statement stating that 50% of the police personnel were sympathizers of militants hogged the front pages of all the local dailies.The report is misleading and malicious, he said adding "I have been misquoted with malafide intent." Sinha said he was a police man by birth and a soldier by profession. "Therefore, I will be the last person to malign a police force", he said. "I have always appreciated the work of the Jammu Kashmir Police. I have felicitated policemen irrespective of rank for their meritorious services in Raj Bhawan", he said adding "At the end of Amarnath pilgrimage I used to invite some civil officials, representative Army and Police personnel in appreciation of the services rendered by them. Army and Police units were also presented certificates of appreciation and mementos." Sainga while making a reference to his address at Mangalaytan University in Aligrah on the Genesis of the Kashmir Problem and Solution, he said he was asked about continuation of AFSPA in Jammu Kashmir. "I said AFSPA must remain in force at places where army is called to fight militancy." Sinha further clarified that laws like AFSPA give army the power to arrest which is so needed while fighting insurgency. "The local police comprising local people have a difficult task in such operations as some may have sympathy for the insurgent cause", he told the audience. Admitting human rights violations at the hands of the army and the police, Sinha said army's record was better than that of Pakistan Army in erstwhile East Pakistan and now in Baluchistan, or for that matter the US Army in Vietnam, Iraq and Afghanistan. According to him, there are about seventy proved cases of major and minor human rights violations by the Army in over twenty years of insurgency in Kashmir in which soldiers were found guilty till 2008, when he left Kashmir after his gubernatorial assignment. The guilty personnel were duly punished by court-martials. The quantum of punishment was related to the gravity of the crime. In some cases individuals were dismissed and given 14 years rigorous imprisonment. Similarly', Police personnel guilty of human rights violations were duly punished'.The former Governor regretted that the reporter twisted his comments on AFSPA which show his `hidden agenda'. He clarified that the Raj Bhawan has no role in administrative decisions. "The Amarnath Shrine Board had requested for land for raising temporary facilities and the government took the decision after three years and the SASB had to pay a sum of Rs 1.2 Crore", he said. |
