| Harsh castigates govt over new recruitment policy, seeks its review | | | EARLY TIMES REPORT
JAMMU, Jan 11: Supporting the agitation launched by students and unemployed youth against the new recruitment policy, Jammu Kashmir National Panthers Party (JKNPP) Chairman Harsh Dev Singh has said that the proposed recruitment policy is highly discriminatory, illogical, irrational and unconstitutional and can't be justified by any stretch of imagination. Singh said that the govt. can't differentiate between the same category of employees on the basis of an arbitrary cut off date. He questioned the rationale and logic behind the proposed policy ordering payment of only a fixed percentage of salary for the first five years in respect of govt. employees to be appointed after Ist Jan. 2013 as opposed to full salary being paid to their counterparts engaged prior to the aforesaid cut off date. JKNPP leader said that the proposed govt. policy is highly illogical, outrageous, whimsical, and ludicrous besides being violative of fundamental guarantees enshrined in Chapter III of the Constitution of India. He said the order is violative of legally established Principle of 'equal pay for equal work' besides contravening Art 14 and 16 of the Constitution of India as applicable to the State of J&K. He said that even if an SRO is issued or the Recruitment rules are amended, the same fail the test of judicial scrutiny Harsh Dev Singh strongly countered the arguments advanced by the State Govt. in support of the policy and said that no amount of reasoning could justify such a perverse and retrograde policy. He said that equating the fresh govt. recruitments to be made on regular basis by PSC and SSB with the Rehbar-e-Taleem (RET) Scheme was highly misplaced. Cautioning the govt. to restrain itself from playing with the sentiments of unemployed youth, Harsh Dev called for immediate revocation and roll back the highly obnoxious and outrageous Employment Policy proposed by it so as to remove confusion and ensure restoration of earlier practice. Singh urged upon all MLAs irrespective of the political affiliations, to oppose the new Employment Policy, so as to prevent the miscarriage of justice and safeguard the interests of educated unemployed youth. |
