Several measures taken for DPs of 1947: Ajaz

JAMMU, Apr 3: Minister of State for Revenue, Relief and Rehabilitation, Mr. Ajaz Ahmed Khan today informed the House that Government has taken several measures for relief and rehabilitation of the Displaced Persons (DPs) of 1947. Cash assistance to the tune of Rs. 3500/- per family was given to the Urban DPs of 1947. Besides plots and quarters were also allotted to the Urban DPs at various colonies set up for their rehabilitation.
Replying to a question by Mr. Ravinder Kumar Sharma in the Legislative council today, the Minister said as per records available, 31619 DP families of 1947 stand registered and no claim stand unregistered. Number of families settled district-wise is not available as per records of custodian (Ex-officio provincial rehabilitation officer) Jammu. Besides 80 families displaced from POK are registered and settled in village Kilshay Payeen and Gulshanpora of tehsil Gurez district Bandipora. Also 31 families displaced form POK are residing in Shangus tehsil of district Anantnag. The Number of families has risen to 101 due to division of families.
He said the above said rates have been revised from Rs. 5000/- to Rs. 30, 000/- per kanal and Rs. 25, 000/- to Rs. 1,50, 000/- per family and an amount of Rs. 25.79 crores has been disbursed amongst 2463 families and the process of distribution is going on.
The Minister said that in respect of district Anantnag 496 kanals of state land has been allotted to POK refugees in Rakh Brah tehsil Shangus district Anantnag for residential purposes. Besides 04 kanals of state land has also been allotted to them for graveyard purposes.
Mr. Ajaz said that the pending issues demands of DPs of 1965 and 1971 from POK are being examined.
35 kg ration being given per month: Ramzan
Minister for CA&PD and Transport, Choudhary Mohammad Ramzan today informed the House that the ration is being provided at the scale of 35 kg per ration card per month and sugar at the scale of 700 grams per member per month to the ration card holders.
Replying to a question by Mr. Naresh Kumar Gupta, the Minister said the total population of the state is 125.49 lakhs (provisional) as per census 2011. The block wise / tehsil wise details of population (2011) census have not been finalized as yet by the census Department.
The Minister said on the basis of complaints, 726 licenses cancelled and 326 licenses have been suspended till date.
34 schemes completed under NABARD: Wani
Minister for R&B, Mr. Abdul Majid Wani today informed the House that out of 65 schemes sanctioned under NABARD from RIDF VIII to XVIII at an estimated cost of Rs. 18035.85 lakhs, 34 schemes have been completed so far at an estimated cost of Rs. 5190.90 lakhs and 31 are in progress which includes 4 cost overrun schemes of RIDF XII.
Replying to a question by Mr. Nurboo Gialchan, the Minister said that since 4 schemes of RIDF XII involved substantial escalation, supplementary DPRs are being prepared for funding from appropriate source.
Women’s Bill to be introduced soon: Vikar
Minister of State for Power, Mr. Vikar Rasool said that a draft Bill titled “Jammu and Kashmir Criminal Laws (Amendment) Bill, 2013”was prepared by the Committee constituted by the Government for having a re-look and the existing laws governing the sexual assault and use of brutal force against women, which will be shortly placed before the Cabinet for introduction of the Bill in the State legislature.
The Committee was constituted by the Government consisting of Advocate General, Secretary to Government, Law, Justice and Parliamentary Affairs, Special Secretary, Law and Director Prosecution who have also sought views from chairperson State Commission for Women, Retired Judges of High Court, senior advocates having specialization in the field of criminal law, Law Departments of the Universities of Kashmir/Jammu, sessions judges, particularly the female Presiding Officers in the State and other stake holders besides considering the Report of Justice Verma Commission appointed by Centre as also the criminal law (Amendment) Ordinance, 2013, promulgated by the President of India, the existing provisions of the substantive and procedural laws on the subject in vogue in the State, that is, the State Ranbir Penal Code, the Code of criminal procedure, Samvat 1989 and the Evidence Act, Samvat 1989.
Replying to another question by Mr. Subash Chander Gupta, the Minister of State for Power, Mr. Vikar Rasool on behalf of Education Minister informed the House that the proposal for upgradation of High School Trwon and Jodhpur is under examination in the Department and will be considered subject to fulfilment of norms, feasibility as provided by MHRD, Centre under RMSA.
The Minister was replying to a question by Khalid Najeeb Suharwardy in the House. He said the post of ZEO has been sanctioned for Ghat, Gunna, Bhalla and Bhatyas Zone. The requisite ministerial staff had been provided by the internal arrangement /adjustment.
322 schemes are operational in Jammu and Samba: Sham
Minister for PHE, Irrigation and Flood Control, Mr. Sham Lal Sharma today informed the House that 322 schemes are operational in Jammu and Samba district under NRDWP.
The Minister was replying to a question by Master Noor Hussain. He said that as regards Jammu district 43 departmental water tankers are engaged besides 20 private tankers are in service. An amount of Rs. 307.94 lakhs have been spent for private tankers w.e.f 2007-08 to 2010-11.
The Minister further said that accordingly, 05 departmental water tankers are engaged in Samba district. In addition to this 04 private tankers have been engaged. An amount of Rs. 42.15 lakh have been spent on these private tankers from 2007-08 to 2011.
Syed Rafiq Shah raised the supplementary on the question.
Replying to another question by Syed Mohammad Rafiq Shah, the Minister said that 2890 hand pumps / bore pumps have been installed during the year 2012-13 ending January 2013 in the State.
The Minister said the hand pumps are being provided strictly as per the prescribed norms on the recommendations of Public Representatives after ascertaining not covered / Partially covered status of the area from the concerned civil territorial divisions. Mr. R. C. Gupta, Mr. Javid Rana, Mr. Jehangir Mir, Mr. B. R. Kundal and Khalid Najeeb Suharwardy raised supplementaries on the question.
