Says FD open to remove any operational difficulty

SRINAGAR, May 30 : A high level meeting held under the Chairmanship of Finance Minister Mr. Abdul Rahim Rather, today discussed and resolved various issues with regard to switching over to Civil System of Accounting in various works departments of the State. The Minister for R&B, Mr. Abdul Majid Wani was also present.
The Principal Secretary Finance Mr. B. B. Vyas, who is also Principal Secretary to the Chief Minister, Principal Secretary, PDD, Mr. A. K. Mehta, Commissioner Secretary, R&B, Mrs Tanveer Jehan, Principal Chief Conservator of Forest, Mr Vinod Ranjan, Director General, Account and Treasuries, Mr. Majid Jahangir, Director, Codes, Dr. Ishaq Wani, Director, Accounts and Treasuries, Mirza Altaf Hussain and concerned officers also attended the meeting. It is pertinent to mention that the State government has switched-over to the Civil System of Accounting from the erstwhile Cheque System in various works departments as a fiscal reform w.e.f 1st April, 2013. The Meeting discussed threadbare all the relevant issues concerning practical application of the Civil System of Accounting. The main issues for which the works departments had sought clarifications included procedure for adjustment of unadjusted temporary/ miscellaneous advance/imprest advance, revalidation/ issuance of fresh cheques in lieu of lost cheque/ time barred cheques, provisions for sufficient amount of advances in lieu of temporary advance to meet emergent needs and adjustment of un-utilized stocks/stores which were clarified in the meeting.
The meeting also deliberated on issues regarding maintenance of single drawal register for all transactions, adjustment of deductions on account of deposits, income tax, service tax, miscellaneous revenues, labour cess and educational cess etc. besides the taxes from the contractors Bills at the Divisional level and Treasury levels.
Speaking on the occasion Mr Rather said that the basic purpose of switching over to Civil Accounting system from the Cheque System is to bring further reform in the State’s financial management adding that the measure in aimed at to enhance the efficiency of the works departments without creating any impediment. He said the Finance department is open to a resolve all the practical and operational difficulties faced by the working departments that are brought in its notice of Finance department by the concerned working departments.
