| Shortage of Manpower, Infrastructure hampers land demarcation in J&K | | | Early Times Report
JAMMU, June 25 : Lack of manpower and infrastructure has delayed the progress of land settlement in Jammu division, with Revenue department able to complete the process in just 841 villages out of 2150 villages identified for the purpose. Despite the fact that government announcing it as a priority project in the state, the official records enounced that shortage of staff particularly insufficient numbers of Patwaris and computers to process the voluminous data has resulted it a flop show. Figures reveal that in Jammu district out of 679 villages were identified but the process has been completed in just 381 villages. Where in 130 villages of Kathua district have been included so far out of the targeted 279 villages taken up under the project. In Udhampur district settlement process has been completed in just 172 villages out of 238 villages identified and marked by the Revenue authorities by the end of January this year. Ramban district off the 100 villages taken up by the department only 82 villages have been completed. Similarly in Rajouri 184 villages were identified for the settlement process only 16 villages have been covered so far. Paradoxically the figures are most odious for the department concerning in Samba district, where among the total number of villages taken up by the revenue authorities for the settlement were 383 villages, but so process has been completed in just 30 villages. Similarly in Reasi district 199 villages were taken up under the project but only 30 villages were included and in Poonch district off the 88 villages identified, no case of land settlement has been completed. Admitting that department is facing shortage of manpower, a senior Revenue officer on condition of anonymity said that staff shortage has hampered their project. "Efforts have been made to recruit more employees, but they are insufficient keeping in view the workload they have to deal with". He said that land settlement process is very tiresome and department also did not have sufficient modern technical aids like computers and office spaces to process data. "At many places non-cooperation from villagers is also obstructs the process which costs the project work to suffer further. We are doing our best to complete the project on time, so settlement process is completed", official said. However sources said that lack of staff is not the only problem which the department is facing, but at times Patwaris have been engaged in other works and there is dual control over the staff engaged by department. |
