Tussle over plum postings continues in Forest Department

SRINAGAR, Aug 24: The controversies in Forest Department related to posting of higher officials refuse to die down with chairman Pollution Control Board (PCB) Vinod Ranjan reluctant to accept a Government order related to posting of a senior officer in the PCB. Sources told Early Times that Ranjan did not accept joining report of Hafizullah Mir, Assistant Conservator Forests, who had been posted as Regional Director (RD) in the PCB.
Ranjan vide order number 112-SPCB dated 17-08-2013 communicated to Commissioner Secretary Forest Department, Secretary General Administration Department and other officers that the joining report of Mir is returned back with directions to him (Mir) to report back his current charge as DFO, Social Forestry, Pulwama.
"Whereas, Mir had been transferred and posted as RD, SPCB vide Government order number: 307-FST dated 7-8-2013. The officer was intimated by the chairman during the courtesy call on 12-8-2013 that his joining in the Board may not be accepted for the reasons enumerated in Board letter No. SPCB/Estb/CO/RD (Trans)/843 addressed to the State Government and he was advised to continue reporting to previous posting," the PCB order reads.
Ranjan's plea is that vide Government order number 129-PD of 1996 the officer holding post of RD shall be from Class-I Service with experience in Environmental Law and Pollution Control. "As such, Board has taken up the subject of posting of an inexperienced/ineligible officer to handle a sensitive position in the PCB with the State Government."
"But despite clear instructions, the charge was taken over by Mir. Now, it is hereby, ordered that the joining report of Mir is returned back with directions to him (Mir) to report back his current charge as DFO, Social Forestry, Pulwama," the PCB order reads. Ranjan has also sent the copies of the order to J&K Bank Branch Lal Mandi and Treasury Officer Lal Mandi urging them not to entertain any cheque from Mir.
Sources said Ranjan is miffed over his recent unceremonious exit from the post of Principal Chief Conservator Forests (PCCF) and he wants to settle scores with Minister for Forest and Environment Mian Altaf Ahmad by rejecting his orders. Ranjan had also approached the High Court over his transfer last month and the case is still in the Court. However, the Court refused to give interim relief to him.
A senior Forest officer told Early Times that Ranjan had violated financial norms when he was Director Forest Protection Force and purchased more than seventy scooters without following codal formalities. "During his tenure as PCCF, work in the Forest department had come to a standstill as he is an incompetent officer and due to that reason Mian Altaf transferred him. He refuses to sign important files by making one or the other excuse," he alleged.
