`Govt lethargy and not just CSC responsible for delay' | New Administrative Units still a distant dream | | Kunal Shrivatsa Jammu, Jan 6: Though the State Government time and again blows trumpet of completing the tasks in hand in a time bound manner, the series of extensions given to Cabinet Sub-Committee (CSC) on creation of new administrative units reflects the real 'seriousness and work culture' of the Government. The CSC headed by Deputy Chief Minister, Tara Chand was constituted on July 24 last to examine the modalities for the implementation of the Mushtaq Ganaie Committee report and to inculcate fresh demands which came to fore from time to time. The Committee, which was supposed to complete the entire exercise within a period of one month, has so far consumed a period of more than five months as it has been granted extension one after another. The latest in series of extensions was given on December 31 in a Cabinet meeting chaired by Chief Minister Omar Abdullah. The Cabinet gave nod to extend the term of CSC for further fifteen days. Now, the report on creation of new tehsils and rural development blocks will be submitted to the Cabinet in 15 days from the day of extension. It is worthwhile to mention here that the CSC was given fresh extension within a gap of thirteen days as it was on December 18 only that its term was extended till December 31. Another glaring example of State Government's 'competency' needs to be looked into as the extension granted on December 18 was given after the passage of eighteen days of expiry of the last term which was supposed to end on November 30 last. Extending period of tenure of the Committee over and over again is enough proof of how 'efficient' the State Government is. "The decisions to be taken by the Cabinet Sub-Committee will benefit the public at large since most of the districts created in 2007 are being administered through one or two tehsils only… The undue delay on part of the Committee to submit its report is detrimental to the advantages it could reap for the general public," sources said. "Going by its track record so far and so forth, the question remains that whether CSC would be able to accomplish the task within the extended time period or would seek another extension to complete the job entrusted to it," they added. However, some quarters do not hold the committee headed by Tara Chand responsible for the delay. Like other committees , this committes too has been a victim of administrative lethargy. What happened to the Rather panel which was constituted to look into the recommendations of the Justice Sageer recommendations. This committee too was supposed to submit its report within a month of formation. However, till date the report is awaited. "Unless the Government devices a mechanism to speedy disposal of tasks, a single person cannot do much even if he happens to be the deputy Chief Minister of the state," they opine. |
