JAMMU, Feb 16 : Insp. Rajesh Jasrotia (posted at Jammu Zone for more than five years) was posted as SHO, Police Station City, Jammu. On 21-10-2013 in the evening he was at Raghunath Mandir Chowk, Jammu along with SI JP Singh, I/C Police Post, Hari Market, Jammu where they (both Police Officers ) carried out personal search of one Sanjeev Kumar alias Motta (Mob, No. 09855389151), who works as a courier of gold jewellery for jewellers of Jammu from Amritsar. This person was taken to a room situated in Police-Post Hari Market, beaten up, threatened and Rs. One lakh and fifty thousand were looted from him. There after he ( Sanjeev ) was bundled in a car and was dropped at Satwari chowk, Jammu.When Sanjeev told about this incident to the jewellers at Amritsar, one S. Jasmeet Singh (Mob. No. 09872723434) S/O Charan Singh R/O Gali No 1 H.NO. 5, Sant Avenue, Amritsar told him that about one month ago he (Jasmeet) was also looted of Rs.1.20 lakh by the same police officers at Hari Market, Jammu and threatened with dire consequences so he didn't tell about the ordeal faced by him to anybody. On 27/10/2013.Sanjeev and Jasmeet came to Jammu and lodged a written complaint. During initial investigation, the looted amount of Rs. 1.50 lakh was recovered from the two efficient police officers but no case under section 342, 386, 504, 506/ RPC,4/25 Arms Act, 5(2) Prevention of Corruption Act, 2006 (in which the public/ govt. servant is suspended in the first place & no bail is granted by the Court as per provisions of law) was registered as is made out and these accused police officers were allowed to go scot free. Later, complainant was forced to submit an affidavit for withdrawal of his complaint, reach a compromise with his tormentors and keep mum. Compromise was ensured. Offences are not compoundable and a compromise is impossible under the law. These offences are non-bailable, cognizable and thus a compromise under police pressure is itself an unlawful act. IGP Jammu Zone, Mr. Rajesh Kumar, IPS, transferred these two officers to Doda-Ramban-Kishtwar range at Batote for obvious reasons. Insp. Rajesh joined at DIG office at Batote and was allotted Ramban district on same day. In the meanwhile Insp. Rakesh Gupta, SHO Police Station Chanderkot was prematurely transferred to District Doda to make way for Insp. Rajesh Jasrotia. The post of SHO, Chanderkot was kept vacant for about one month to raise bid money for the post and finally on 07-12-13, Insp. Rajesh, who joined district Ramban exactly one month back on being transferred from Jammu on complaints of corruption so as to curb his corrupt tendencies and to reform him was posted as SHO, Chanderkot. Insp. Rajesh Jasrotia was shifted back to DPL ,Ramban just after two weeks. But now again after about two months when this issue became a bit old , Insp. Rajesh Jasrotia was again posted as SHO , Batote by SP Ramban on 07-02-2014 and he resumed his duties as SHO Police Station Batote on 08-02-2014. In June 2013,case FIR 99/2013 u/s 379/RPC, 6/13 forest act was registered at PS Satwari against 1) Assadullah S/O Ahmadullah 2) Sallahudin S/O Qasim Din 3) Bashir Ahmad S/O Abdullah all R/O Sanwara, Gandoh, Doda persons from Doda who sold naagchatri (a medicinal herb- forest produce)but now all these three persons have been released on bail by the orders of the court and the amount of Rs. Six lakh seized from them in the case has also been released. On 24/06/2013, case FIR 111/2013 u/s 4/25 Arms Act, 5(2) PC Act was registered against two constables of PS Pacca Danga namely Ct. Ashok Kumar and Ct. Javed Iqbal for allowing them (smugglers of forest produce from Doda) to cross naka near Tawi bridge Sidhra after taking bribe. These two constables were severely beaten in the police station Pacca Danga and money was recovered from them. The alleged amount taken as bribe by these constables and recovered from them was Rs.twenty two thousand only but in this case the amount taken as bribe by the involved persons was allegedly Rs. one lac. fifty thousand.
