| Cong proposes total administrative overhaul | | Consensus eludes Coalition on administrative reshuffle | | Early Times Report Srinagar, June 8: The proposed reshuffle in the upper and middle rung civil and police administration has virtually run into rough weather as Congress has proposed massive reshuffle to overhaul the state administration, rather than a pick and choose exercise in the next cabinet meeting scheduled to be held on June 11. Authoritative sources disclosed that not seeing any role of either the civilian or police authorities in the defeat of the coalition candidates in recent Lok Sabha elections Congress has opposed pick 'n' choose reshuffle and instead proposed a massive shake up in state administration the first after Lok Sabha elections. A senior Congress minister while confirming to Kashmir News Service about the simmering differences over the reshuffle in civil and police administration said "we have conveyed our reservations to Chief Minister over the pick 'n' choose reshuffle and proposed a bigger reshuffle to over haul the state administration. We want every senior civil and police official should be touched in the proposed reshuffle". Claiming that the defeat of the coalition candidates is rooted in the failure at the grass roots but not the working of civil and police administration the Congress minister said 'a bigger reshuffle with an agenda on overhauling the state administration won't go against the individual or collective interests of the coalition. This would surely have a impact on reviving the cadres of both National Conference and Congress at the grass roots". Interestingly the agenda for transfers and postings of some senior civil and police officers was put on hold last week when some differences were reported to have surfaced between the Congress and National Conference. Sources privy to developments on administrative reshuffle say that National Conference is reluctant to touch some officers tending to be loyal to them but administratively work under the command and control of Congress ministers. It is in place to mention here that resentment against the appointment of a blue eyed backdoor entrant on the top position of Managing Director in SIDCO over and above his seniors has brewed up resentment against the political and bureaucratic top brass. Though Financial Commissioner Industries and Commerce Khursheed Ganaie has said that the appointment of the said officer as MD SIDCO is a temporary arrangement but the appointment has shaken the working of the prestigious Public Sector Undertaking SIDCO. Interestingly the portfolio of Industries and Commerce is held by National Conference in the Omar Abdullah headed coalition ministry. Meanwhile, National Conference (NC) senior leader and cabinet minister Ali Mohamad Sagar while commenting over the reports told that no such proposal is in the agenda of the next cabinet meet scheduled to be held by the next week. Sagar maintained that the proposal for the transfers in the state administration is yet not on cards and that if any such decision is to be taken; the same shall be threadbare discussed within the cabinet meet only. |
