NC, Cong loggerheads on transfer of civil & police officers
Matter deferred to June 17 Cabinet meeting

SRINAGAR, June 11: The much expected transfers of officers in the civil and police administration could not take place in today's Cabinet meeting as differences crept up among the Ministers of ruling coalition over this important agenda of Cabinet meeting that was chaired by Chief Minister, Omar Abdullah.
Sources told Early Times that as soon as the agenda of the transfers was taken up there were differences between the Ministers of National Conference and Congress. The basic reason for the fight between the Ministers was over the placement of a senior cop as overall in-charge of security for the Kashmir division.
Sources said that there was no consensus between the two sides and as such the decision about the placement of top cop could not be taken. The disagreement on the initial point of the agenda for transfers meant that the subsequent list of transfers of civil and police officers could not be taken up.
"Given the recent debacle in the Lok Sabha elections it was expected that both National Conference and Congress would evolve consensus over the transfers of police and civil officers. While the Congress Ministers were in favour of a top cop whose brother is a bureaucrat the other side opposed the move as they wanted their own person to be placed as the overall in-charge of security of Kashmir," said sources.
Sources said that following differences at the initial stage it was decided to keep on hold the transfers of police and civil officers. The agenda would be taken up now during the next Cabinet meeting scheduled to be held on June 17. One cannot rule out differences on that day as well in this regard given the past track record.
It would be in place to mention here that the last Cabinet meeting generated lot of heat and controversy after the retirement age of the Government employees was increased from 58 to 60 years. While Chief Minister took the credit for taking this decision, Pradesh Congress Committee (PCC) chief, Professor Saif-ud-Din Soz said that Congress forced the National Conference Ministers to bow and take this decision.
Meanwhile, an official spokesman said that the Cabinet authorized the School Education Department to implement a scheme for the appointment of 8475 teachers on academic arrangement, along the lines of the scheme, already in vogue for higher secondary schools for the appointment of lecturers.
"These temporary appointments on academic arrangements shall be for the duration of the academic session or till the regular selection of teachers by the Services Selection Board, whichever is earlier. The Cabinet accorded sanction to the creation of State Project Directorate, Rashtriya Uchatar Shiksha Abhiyan (Mission Directorate), including the creation of 43 posts of different categories for the establishment of State Project Directorate (SPD) to implement the Centrally Sponsored Scheme RUSA in the State from the year 2014-15," said the official spokesman.
The Cabinet sanctioned revision/up-dation of the list of the identified post (gazetted and non-gazetted) of persons with disabilities notified vide Government Order No. 108-SW of 2013 dated 01-04-2013 and its replacement by the new list. It also approved the promotion of Mohammad Shafi Zahid, Deputy Director Archives, Archaeology and Museums as Director Archives, Archaeology and Museums prospectively.
