| HRD Ministry raps J&K's School Education Ministry, issues strong directions | | | Syed Junaid Hashmi
JAMMU, Aug 28: Taking serious note of delay in the release of funds by the state government, Union Human Resource Development Ministry has asked the School Education Ministry to ensure that all school related grants under SSA, including school grant and maintenance grant are released in the first quarter of the financial year to facilitate schools to utilize the grants in a meaningful manner. Ministry has asked the State School Education Ministry to ensure that the first instalment of the state share should be released to the state society within one month of the release of Central share to the State society. It has further asked the Ministry headed by Deputy Chief Minister Tara Chand to settle outstanding advances of the previous years so that release of funds is not adversely affected. HRD Ministry has asked School Education Ministry to settle the pending outstanding advances at the earliest besides directing it to ensure that all child entitlements, including textbooks, supplementary material, uniforms, etc. are provided at the beginning of the academic year to all children. It has further asked state government to settle the outstanding advances of the previous years so that the release of funds is not adversely affected. State has been firmly asked to expedite pending action in audit observations. The School Education Ministry has been asked to redeploy teachers immediately to ensure that there are no adverse Pupil-Teacher ratio schools and single teacher schools in the state in compliance to RTE Act, 2009. State has been told to ensure that all teachers acquire required academic and professional qualifications as per the state RTE Act. The Ministry has asked the state to provide information on access to habitations with 40 percent SC/ST or 70 percent combined population besides seeking firm action on the opening of all the schools sanctioned, pending for opening. State has been told to take action on declining enrolments and correct discrepancies in School numbers. The retention rate in low retention rate districts at PS and UPS level has to be improved while state also has to work for decreasing drop outs. Union ministry has sought completion of the pending construction work of all KGBVs by March, 2015. State has been asked to fully utilise the KGBV seat capacity. State has also been asked to take action on all issues raised by the national evaluation study of KGBVs and to report compliance. SSA will resolve discrepancies in the identification of triangulating Census, DISE enrolment cohort and House hold survey, retention rates, NER etc. State will formulate comprehensive action plan for covering OoSC including specific plans for marginalized communities viz., SC, ST, Muslims, urban deprived, migrant children etc. State committed to forging convergence between SSA, Director Elementary Education with Health (RBSK) and Social Welfare Departments for providing therapeutic services with the centrality of child education under SSA. |
