Madhu Khullar retires as director without becoming CMO

Jammu, Nov 20: The administrative weirdness of Health and Medical Education department could be gauged from fact that many officers, who have been holding prime posts, have not been officially confirmed on lower posts.
Sources informed Early Times that department of Health and Medical Education had issued a list of Medical Officers, who were promoted to the post of Chief Medical Officers, according to Government Order Number 565-HME of 2014, dated 14-10-2014.
Interestingly, Director Health Jammu, Dr. Baljeet Pathania is at 49th slot and was accorded promotion from Medical Officer to the post of Chief Medical Officer with effect from 30-11-2010 but he has been holding the post of Director Health for the last nearly one year.
Moreover, the name of Director Health Srinagar, Dr. Saleem Ur-Rehman is not in the list and according to sources, he is not even confirmed as Chief Medical Officer, but he has been holding the post of Director-which is two posts higher to CMO's post- for the last more than one year.
Sources further said that Deputy Director Schemes Jammu, Dr. Ved Parkash, Director Family Welfare Jammu, Baldev Raj Sharma, Dr. AD Singh, who earlier had been holding the post of Deputy Director AIDS awareness society were not even confirmed as CMOs but have been holding the post of Deputy Directors.
The name of former Director Health, Dr. Madhu Khullar was not in the list, and sources said that she was not even confirmed CMO, but she after working on the post of Director for years, attained superannuation from the department, nearly an year back.
Castigating the Health Department and Jammu and Kashmir Public Service Commission Authorities, a doctor said that on one hand there was delay in confirmation of CMOs but some influential doctors have been holding key posts, by greasing the palms of Ministers and bureaucrats and the nexus was going on for the last many years, and no one was taking any action to rectify the system. |
