Rajendra Kumar's emphasis on implementing various police welfare schemes | | | Early Times Report
Jammu, Jan 10: Among all the state Government Departments the Police are in the forefront of all agencies engaged in various welfare programmes.And during the last one year the Director General Police,K.Rajendra Kumar,has initiated various steps for generating various welfare schemes for the benefit of families of police personnel. The civic Action Programme has been launched in the all the 22 districts of the state.The programme is meant torefine the talent of the youth and providing assistance to the destitute.During 2014 the police free medical and relief camps were held in various flood hit areas where nine villages were adopted for rebuilding and renovating all the houses damaged by floods in the valley. According to K Rajendra Kumar,substantial assistance was provided to the orphanages and NGOs engaged in looking after under privileged and physically challenged people.The polikce also established public libraries at various places and created facilities for imparting job oriented computer training. During 2014 63 wards of martyrs and deceased police personnel were given jobs under SRO-43.In addition to this Rs.35 crores were sanctioned for the welfare of serving and retired police personnel,including the SPOs.This includes retirement gifts,welfare loan,relief to the serving personmnel and to those who received injuries while on duty. Rajendra Kumar,while paying tributes to all those personnel who laid down their lives while trying to safeguard the security and integrity of the state,said that Rs.15 crores were released and paid to the families of martyrs and deceased personnel under various welfare schemes which includes Rs.two crores as ex-gratia relief,and Rs. 13 crores as special welfare relief.More than Rs.three crores were released as retirement gift to 686 personnel.Rs.one crore welfare loan was sanctioned in favour of 256 serving personnel.Also,Rs.13.5 crores were sanctioned as loan to 2702 to those personnel who had been affected by the floods. The DGP has also laid stress on helping the metitorious and poor students in prosecuting their studies and for this the police had sanctioned,during 2014, Rs.22.8 lakhs as scholarship to meritorious students.Rs.7.7 lakhs were released as scholarship to students of martyrs and deceased police personnel. Rajendra Kumar has made clear his priorities on providing quality education to the wards of police personnel. In this connection he has taken interest in upgrading the teaching skills in the police public schools which have been upgraded to the secondary level.The two police public schools have latest teaching equipments. As far as medical facilities are concerned the police chief has seen to it that the two police hospitals,one in Srinagar and the other in Jammu,are equipped with highly sophisticated gadgets required for carrying out various diagnostic tests and surgeries,. Over 95,000 patients received treatment in these two hospitals during 2014.And the hospitals conducted over 96,000 clinical diagnostic tests. During the floods,that ravaged parts of the state,the police played vital role in carrying out rescue and relief operations.This is one face of the polikce and the other pertains to the responsibility of the police in maintaining law and order. Well the police authorities could review its priorities and increase job quotas for those engaged as SPOs and Village Defence committee members.There are 25,000 SPOs in the state,most of them engaged in providing security cover to senior Government functionaries,including ministers and legislators.And during 2014 just 258 SPOs were recruited as constables and three as folloiwers on the recommendation of their controlling officers. Possibly none was recruited from the village defence committees.Since SPOs and VDC members know the art of handling guns and rifles they need to get weightage in recruitment as constables.And if the Government fixes 10 per cent quota for the SPOs to get recruited in the police it would mean recruitment of about 3,000 SPOs. |
