Jammu, Mar 8: The Jammu and Kashmir Planning and Development Department (JKP&DD) has finally conveyed full authorisation of Special Plan Assistance (SPA) capital component to nearly a dozen departments and it is likely to convey 100 per cent authorisation to rest of the departments shortly. Sources in P&DD informed Early Times that a 100 per cent authorisation of capital component of SPA has been conveyed to the 11 departments. These departments include Animal and Sheep Husbandry, Fire and Emergency Services of Home department, Motor Vehicle Department of Transport, Information and Publicity, IMPA of General Administrative Department, Government Press Srinagar of ARI and Training, Associated Hospitals Srinagar in Health department, Industry and Commerce Department, DIC Jammu, Srinagar, EDI, Handloom, SICOP, SIDCO, Roads and Building Department, Parks and Gardens of Agriculture department, Tourism, Cooperative and Power Development Department (PDD). Sources informed that it was assumed that J&K would get a Special Plan Assistance of Rs 2,064 Crore but a total of Rs 1074 Crores have so far been released. "Out of Rs 1074 Crores, the first instalment of Rs 904 Crores was released nearly five months back but only 50 per cent authorization was conveyed nearly five months back and now less than one month before conclusion of financial year, 100 per cent authorization has been conveyed but that too to only 11 departments", sources said. The Union Finance Ministry had approved proposals sent by the above mentioned government departments under SPA component and had released funds under SPA to state government but the proposals of remaining department were yet to be approved by the finance department. "The proposals of remaining departments, which are under the consideration of government, have reportedly been approved by Union Finance Ministry and the remaining SPA component is likely to be released shortly", sources said, adding that following approval by Union Ministry, the state P&DD would also authorise the remaining departments to utilize 100 per cent capital component of SPA. Pertinently, Rs 990 Crores of SPA component is still pending with Union government despite the fact that only twenty days are left of this financial year and SPA component is lapsable amount and it will not be released by Union government, same will lapse. |
