Early Times Report
Jammu, Mar 9: With the Army of educated employed in J&K exceeding 6 lakhs mark, the Department of Horticulture (Planning & Marketing), Jammu and Kashmir is short of 120 posts against the sanctioned staff strength of 425 under various categories in Gazzetted/Non-Gazzetted and Class-IV categories which in return is taking toll on its functioning. A RTI reply revealed that Department of Horticulture (Planning & Marketing), Jammu and Kashmir which is expected to boost the horticulture production in state is facing short fall of the staff strength under various categories in Gazzetted/Non-Gazzetted and Class-IV categories. The RTI reply from PIO of department of 425 staff strength atleast 120 posts vacant under various categories still are vacant. As per an analyst, the shortage of staff-office as well as field staff is hampering the proper education of the farmers of the state over adopting various methods to improve the produce as well as the marketing and sale of their products like other states of the country. He further said that the state is already facing issues pertaining to non availability of food processing industries, lack of improvised fruit markets where producers can directly sell their produce to the purchaser without the involvement of any middleman including other issues, the failure of Horticulture Department to fill the available/vacant posts through proper channel is a vital concern as it might have its impact on the functioning of the department. An official pleading anonymity admitted that though department is making efforts to improve socio economic status of the progressive horticulturists/ farmers associated in the respective sector but shortage of staff on the other hand is proving an Achilles ' heel for its various constructive programmes. Pertinent to mention that department time and again had and is organizing tours for farmers within and outside the state to make farmers aware about various modern techniques and saplings used for the growth of horticulture sector and to make the farmers self reliant but the same may prove end in 'futility' due to the lack of ground staff.
