No place for dead woods: J-K Govt warns officials

Srinagar, June 7: Jammu and Kashmir government has asked officials of Roads and Buildings department to move out of offices to project sites for monitoring ongoing work and warned of stern action against the "dead wood" in the administration.
"The authorities of Roads and Buildings department need to move out of offices to project sites and monitor how the work is going on there. Dead wood has no place in the administration and the authorities need to prepare a list of such functionaries, who shrink their responsibilities," Roads and Buildings Minister Syed Mohammad Altaf Bukhari said. Reviewing the progress of the ongoing projects at an officers meeting here yesterday, the minister asked them to bring a perceptible change in the work culture by proper usage of available manpower.
He also ordered for tendering of all the work within a week after receiving approval from competent authority.
Underlining the need for submitting timely utilisation certificates to the Centre, the minister said it would pave way for release of further funds for other ongoing projects. He asked Superintending and Executive Engineers to take care of this job and ensure that the utilisation certificates are submitted to concerned agency immediately after completion of the project. The Minister also ordered that no engineer should prepare DPRs of the projects without asking for this by a competent authority of the department and warned action against those who will violate the instructions.He said this tendency needs to be checked henceforth and asked the heads of the units to follow the set procedure while framing project reports.
