DySP, other Police Officers involved in land grabbing scandal

Kishtwar, Aug 12: The much publicized case of encroachment of State land in Sunjwan and Channi Himmat of Jammu has taken a new turn wherein the complainants along with several other Police Officers have been found to have encroached the allotted land in Sunjwan and also some khasra numbers of Channi Himmat.
As per the details available with "Early Times", the story begins with the dispute over '8' Marlas of land of Channi Himmat village which was claimed by Ibrahim Choudhary Dy SP Crime Branch on the basis of the sale deed executed in the name of Sumit Mahajan and another side by Sultan Mohammad led enquiry to be ordered by the DC, Jammu. However, after the matter being enquired by R.K Shavan, Regional Director Land Records Jammu, the Commission headed by Tehsildar Jammu found '8' marlas of land in village Channi Himmat and the house of Dy. SP Ibrahim Choudhary on State Land in Channi Himmat.
This interim report was submitted to DC, Jammu but the Crime Branch instead of taking action against their own Dy. SP lodged FIR No. 20/2015 against the Revenue Officials including the demarcation team under various sections to pressurize the enquiry officers.
The news was carried in various dailies including "Early Times" but the enquiring officers clarified the same that this has been done to influence ongoing enquiry.
Meanwhile, during enquiry the encroachers lead by some Police Officers displayed the copy of this officer to get Mr. Shavan shifted but failed. After failing to transfer Shavan, Ibrahim Choudhary then even filed a writ petition No. OWP No. 822/2015 before the High Court seeking stay of the proceedings from the Regional Director. However, the Court passed the orders directing the Regional Director to consider and decide his objections/ Claim but declined to stay the proceedings.
During investigation the enquiry officer has also found five more police officers to have encroached the State Land in Channi Himmat, they include Abdul Gani, SP (retired), Mohammad Hanief Head Constable, Mohammad Amin Dy. SP and Gulzar Choudhary, SP (retired). As per enquiry report Abdul Gani has been found to have encroached State Land at two places i.e. Channi Himmat and Digiana Khasra No. 157.
It is pertinent to mention that the JDA was directed by the government in the year 2005 to retrieve the Land from the encroachers if no house is built over the land prior to 30-12-2004, but the JDA has not bothered to confront the encroachers and the police officers taking advantage of it, have encroached the land in Channi Himmat.
Reliable sources said that the scandal is not less than Rs 300 crores and the enquiry is still going on in the office of Regional Director Survey & Land Records, Jammu and many heads are likely to roll.
Further pertinent to mention that the government has also constituted a Committee vide No. 496- GAD of 2015 dated 01-04-2015 for removal of encroachments and demarcations of Forest Land in Sunjwan, Bhatindi, Sidhra etc. and Mr. Shavan has been appointed as a member. Besides the High Court in the case titled Prof. S.K Bhalla Vs State has also order for associating the Regional Director in the demarcation of JDA Lands.
