Codal formalities violated with impunity in HB | | | Ishtiyaq Ahmad Early Times Report srinagar, Feb 24: As over the years a group of contractors with the support of some corrupt officials of the housing board has allegedly managed the execution of crores of rupees without codal formalities, the Contractors association has forwarded a letter to the Governor N.N Vohra and Chief Secretary B.R Sharma for immediate introduction of e-tendering in the Housing board. Official sources said in the Housing Board said that over the last few years the working of Housing Board has been completely hijacked by some of the blue eyed officials and a group of contractors. "Scores of the projects for execution have been allotted without codal formalities. From time to time some contractors with the support of corrupt officials have resorted to pressure tactics and managed allotments of works worth croere without any codal formalities," a source said. Sources said though higher ups in the Housing Board time and again tried to adopt the approved working patterns, but the group of contractors used pressure tactics to stop such foolproof pattern of execution. "Since we are sister concern of the JKPCC, and the Government recently issued an order vide no 308-pw (R&B) of 2015 dated 21-11-2015 directing the strict adherence to all the codal formalities including e-tendering for execution of all types of works. Accordingly we initiated this process in Housing Board but it had fuelled a false and vitriolic reaction from these influential contractors," a source in Housing Board said. The sources said that the Government should streamline the working methodology of Housing Board to prevent the loot and plunder of public funds envisaged for creation of infrastructure in the State. Sources said that construction works were being executed in Housing Board in utter violation of regulations laid down by the Government. "Efforts are still on to continue to allot works to blue eyed favorites with the purpose of conferring undue benefits. Meanwhile JK Housing Board Contractor/ PIECE Workers Association Srinagar Kashmir has forwarded a letter to Governor N.N Vohara and Chief Secretary B.R Sharma for immediate initiating the process of E-Tendring in Jammu and Kashmir Housing Board. The letter JKHB/Con-PWA/Sgr/112-14 dated 1. 2 2016 in the possession of Early Times reads "the immediate directions are needed to the Housing Board authorities to initiate the process of e-tendering for execution of all the projects works, which will not only have an effective and safe competitive process of execution but will give every contractor piece worker an equal and fair opportunity to execute the project works, which otherwise are hijacked by the particular group of selfish contractors/piece workers". |
