Where mortals dread to tread Vohra treads successfully, gets Army to vacate land

jammu, Mar 19: Notwithstanding apprehensions in some quarters in Jammu and New Delhi, the most laudable efforts made by Governor N.N. Vohra, as Executive and constitutional head of Jammu and Kashmir state have been his success in motivating the Army to vacate prime Government land in Srinagar, Anantnag, Kargil and Jammu. A deed that had eluded Dr Farooq Abdullah, his son Omar Abdullah and even Mufti Mohd. Sayeed has been worked out by Vohra.
In fact vacation of Government land by the Army was one of the demands listed by Mehbooba Mufti as a condition for enabling her to form the Government in alliance with the BJP.
The decision of the top Army functionaries in Jammu and Kashmir to vacate the Government land has already smoothened the road for Mehbooba for taking over as Chief Minister though the credit for this goes,without any doubt,to Vohra who had displayed his art of convincing others,the art of influencing the thought and decision process of others. Governor, NN Vohra had convened a meeting with the Army commander, Lt. Gen.DSHooda simply to review the implementation of the decisions taken during the previous Civil-Military Liaison Conference in relation to the land matters.And Vohra was able to strike a deal with the Army commander
And under the deal the Army will hand over 212 acres of land held by it at Tatoo Ground, Srinagar and 456.60 kanals of land at High Ground, Anantnag before March 31. The decision to this effect was taken in a meeting between Governor N N Vohra and GOC-in-C Northern Command, Lt Gen D S Hooda held at Raj Bhavan the other day. Vohra reviewed the implementation of decisions taken in earlier Civil Military Liaison Conferences in respect of all land matters relating to the Army. Governor and Army Commander will jointly visit Tatoo Ground before 31st March to discuss proposals regarding the utilisation of the land for creating a park, recreational facilities for youth etc. The Army has also decided to hand over 16.30 acres of state land held by it adjoining the Campus of Jammu University and land held at lower Khurba Thang in Kargil.
It was agreed that in so far as land at the lower Plateau Khurba Thang would be taken over before 31st March when Chief Secretary visits Kargil, as Chairman of the Committee set up to deal with all Army Key Location Plan matters. Governor directed that the Committee headed by Chief Secretary, B.R. Sharma will visit Jammu University, Kargil and Anantnag to satisfy all formalities on the spot and take over the said sites
Separate land was to be allotted to the Army for setting up firing ranges and for establishing their units.For years together the possession of the Government land by he Army used to be one of the irritants to the people to the politicians,irrespective of their party affiliations.It has been made clear to the Army that suitable sites were to be allotted to them for setting up their units so that in case of any emergency the Army columns would be on duty within the shortest possible time for controlling the situation in an area disturbed by violence.
Politicians should learn a lesson or two from Vohra who was successful to making the Army agree on vacating the land which was to be developed for other non-military projects.For instance the land that the Army was expected to vacate close to the Jammu university was meant for expansion of the university campus.And if the Tatoo grounds are developed into scenic parks hat would lend added charm to the city of Srinagar which has become drab and dull with the mushroom growth of shopping centres and posh housing colonies.
The roads have become congested because of encroachment and traffic jams which have become part of normal life in Srinagar has added to its dullness. If politicians,who had failed to motivate the Army for vacating the prime lands believe that Vohra may be having a magic stick in his hand which helped him to motivate the Army authorities to vacate the Government land.It will be wrong because Vohra does not hold any magic wand but believes in the power of persuasion. If vohra lacks sense of humour he is full of sense of reasoning and his logic has done the trick which politicians had failed to do by heir long speeches.Now that Vohra has done his job,it is upto the new Government to see that the land vacated by the Army is developed properly which would benefit people.
