PDP leader leases out 600 kanals of 'state' land, DC orders inquiry

JAMMU, Oct 31: Deputy Commissioner (DC) Jammu Simrandeep Singh has ordered inquiry into the alleged illegal transfer of around 600 kanals of state land to a trust run by a Jammu-based leader of Peoples Democratic Party (PDP).
Sources said that Additional Deputy Commissioner (ADC) Rifat Kohli who is daughter of a BJP minister has been assigned the task of finding out facts into the allegations leveled by an official of revenue department against a top ranking PDP leader. Though the inquiry has been kept a top secret since it involves a top ranking PDP leader but an RTI activist has already approached the office of Prime Minister Narendra Modi seeking CBI probe.
The activist approached Early Times with a request that his name not be disclosed since the alleged transfer of 600 kanals of land involves top politicians, police and revenue officials who have the power to harm him. He claimed that the land is located in Nandni area of Jammu district. "The land was first grabbed by a powerful politician. He then managed to get the records changed and turn the state land into the property of trust," claimed the activist.
He further said that the politician followed this up by allegedly bribing the revenue officials who made the required changes in the revenue papers and ensured that state land gets reflected in the records as property of trust, owned by the powerful PDP politician. "The land was demarcated by revenue officials. Everyone in the revenue department knew what was going on but none spoke even a single word. Instead all helped the politician in illegally transferring 600 kanals of land on the name of his trust," said the activist.
What needs to be probed is alleged use of money power by the said politician in illegally changing the title of state land, said the activist. He added that the politician did not only manage to change the title of land but later, leased it out to Jammu-based multimillionaire businessman. "The politician later got the registry done for the business house to whom he has illegally leased out the land. All the documents have been prepared in such a manner that only an in-depth probe would reveal the alleged wrong-doings," claims the activist.
He further said that the official who was part of the team which aided and abetted the alleged wrong-doings of the top PDP politician turned whistleblower and complained to the Deputy Commissioner (DC) Jammu Simrandeep Singh who immediately ordered inquiry to find out facts. "He did not waste a minute but ordered inquiry to find out whether there was any reality in the allegations leveled by the revenue official," said the activist.
Additional Deputy Commissioner (ADC) Rifat Kohli has been assigned the task to find out facts, said the activist. He further said that DC Jammu has specifically ordered the inquiry officer not to show any laxity towards the accused officials and prepare a factual report without worrying about the influence and approach of the allegedly involved PDP politician, police and revenue officials. "Leave none if there is an even a iota of reality in the allegations leveled by one of the officials who claims he was earlier part of the team which changed title of the land," is what DC Jammu has reportedly asked ADC Rifat Kohli.
However, the RTI activist said that the inquiry is yet to catch pace. "The inquiry is yet to gather pace despite the fact that it involves top ranking politician, police and revenue officials. But with Deputy Commissioner (DC) taking extraordinary interest in getting this land deal probed, the matter is unlikely to get hushed-up. Either the politician would get booked for his alleged wrong deeds or the revenue official who complained shall have to face consequences for leveling false and frivolous allegations against a top PDP leader," the RTI activist said.
