Census report or DC: Whom to believe on Jammu population? | | | Akshay Azad

Jammu, Nov 11: The Census 2011 shows the population of Jammu city as nearly 15 Lakhs but surprisingly the District Development Commissioner (DDC) office Jammu has the figure of 17.75 Lakhs, creating trouble for Consumer Affairs and Public Distribution department, which had been supplying ration to dealers as lists issued by DC Office. Sources in the department informed Early Times that during the implementation of National Food Security Act (NFSA) in Jammu and Kashmir the District Development Commissioners were entrusted with the responsibility to finalize the lists of ration card holders, which were later forwarded to CAPD department in the month of June. "The DDC office Jammu had reportedly haphazardly made the lists of ration card holders, in which residents of one ward are shown in another ward. Even some names were entered twice in the lists, forwarded by DDC office to CAPD department", sources said, adding that according to the lists forwarded by DC Jammu the total population of Jammu city reached to 17.75 Lakhs rather than Census figure of 15 Lakhs. Sources further said that as per the lists forwarded by DDC office Jammu, the number of the ration cards along with strength of consumers besides category wise customers were also forwarded to ration dealers as well as to the CAPD department for ration supply. "Though new ration cards have not been issued by department so far and ration is being issued on e-cards but as per the strength shown in the lists forwarded by DDC", sources said, adding that but at ground level, a large number of people in the lists were not actual ration card holders, who have not taking ration. "Nearly 70 percent of people, whose names are mentioned in the lists are actual beneficiaries, who have been turning up for taking ration from ration dealers", sources alleged, adding that nearly 30 percent names in the lists were either fake or mistakenly entered, who were not turning up for ration due to which huge amount of ration was black-marketed by dealers. As per an estimate the CAPD department had been issuing ration for 17.75 Lakhs population rather than 15 Lakhs in Jammu city, due to the lists. Sources further alleged that some CAPD officials were aware of the matter, but due to some unknown reasons the Minister was kept in dark for few months, regarding extra ration being supplied to the ration card holders. "During implementation of NFSA in J&K, the CAPD department had issued a circular, according to which CAPD Inspectors will check the strength of ration card holders as per the e-cards and on basis of their reports, ration will be issued by department but so far no such action has reportedly been taken", sources said. Talking to Early Times, CAPD Minister Choudhary Zulfkar Ali said that the total population of Jammu city as per Census 2011 was nearly 15 Lakhs but the lists forwarded by DC Office Jammu have shown the population nearly 17.75 Lakhs. He further said that he had taken a meeting of the department in which the issue was discussed and DC Jammu has been directed to rectify the lists by 30th of November. After getting the new lists the NIC will also be asked to rectify the lists, he said. |
