HC’s directive on smooth regulation of traffic | | | Early Times Report
Jammu, Nov 11: In a PIL on laying and maintenance of roads, removal of encroachments and enhancing facilities for better public use in Jammu district Jammu and surrounding areas of other districts of the division, a high division bench of Justice Alok Aradhe and Justice B S Walia today issued various directives. In compliance to an earlier order of the court, divisional commissioner, Jammu, JMC commissioner, , IG (traffic), and RTO, Jammu, were present in the court. Counsels for the petitioners submitted that the respondents be directed to indicate the time limit within which the measures undertaken by them for eradication of traffic menace and pollution in the city of Jammu would be implemented effectively. They demanded that the respondents should also indicate a time frame within which the effective regulatory measures would be taken to ensure that the vehicles were plied in accordance with the provisions of the Motor Vehicles Act, 1988 and the rules and the action for removal of encroachments would be taken in a time bound manner in Jammu city. The divisional commissioner sought one month's time to hold a meeting of the high power committee to apprise the court of the time schedule within which measures with regard to regulating traffic, pollution in the city, removal of encroachments and implementation of MVD Act, 1988 would be done. The bench directed that IG traffic would ensure that buses and minibuses were stopped and parked at the designated parking places only and were not overloaded. He would also make sure that no commuter 'hangs out of the vehicles to avoid accidents. The IG was also directed to take preventive measures to stop the use of pressure horns which were not permissible under MVD Act, 1988. The bench directed that the JMC's competent authority would take steps with regard to the encroachments. Pollution Control Board and SHOs of the concerned police stations were directed to make sure that there was no violation of pollution control norms in the city of Jammu. The bench directed the authorities concerned to file the compliance report with respect to the directions issued above on the next date of hearing. (JNF) |
